Threads Private Limited, Village Bahmna, Bhawanigarh Road, Samana, Patiala, an existing spinning unit,was granted renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/PTA/2019/10222963dated 24/06/2019 validupto30/09/2024and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/PTA/2019/10222857dated 24/06/2019 validupto30/09/2024for manufacturing of Cotton Yarn @ 45.0 Metric Tonnes/day and Cotton waste (Bye-product) @ 2.95 Metric Tonnes/day by using Cotton @ 49.0 Metric Tonnes/day as raw material under orange category subject to conditions as mentioned therein. Now, G.C. Threads Private Limitedhas applied for renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Cotton Yarn @ 45.0 Metric Tonnes/day and Cotton waste (Bye-product) @ 2.95 Metric Tonnes/day by using Cotton @ 49.0 Metric Tonnes/day as raw material under orange category along with requisite documents. The industry has deposited Rs. 360000/- vide online Receipt No. 137669811dated 06.05.2024as consent fee on account of the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 360000.0 /- vide online Receipt No. 655026124 dated 06.05.2024as consent fee on account of the under Air (Prevention & Control of Pollution) Act, 1981. The consent fee deposited by the industry is adequate upto30.09.2029 against the fixed assets of Rs. 5419.68 lakhas on 31.03.2024 as per CA certificate dated 26.04.2024 submitted by it.The industry has also deposited Rs. 10800.0/- vide online ReceiptNo. 655026124 dated 06.05.2024 as NOC regularization fee. The industry has got the ambient Air Quality Monitoring conducted from Centre for Environment and Food Technology Pvt. Ltd., Mohali, on 08.04.2024. The industry has submitted a letter dated 30.04.2024, which is reproduced as under: I, Sham Lal, Director of the Company, submit on behalf of the Company, as follow : 1. That on dated 24/06/2019, the consents under the Air Act, 1981 & Water Act, 1974, were renewed, which are valid up to 30/09/2024, to manufacture Cotton Yarn @ 45.0 MT/ day and Cotton Waste @ 2.95 MT/day from processing of Cotton @49.0 MT/day. . 2. That at the time of renewal of consents last time, the gross value of fixed assets of the unit as on 30/04/2019 was at Rs. 50.24 crore. (Land- Rs. 1.40 crore, Building- Rs. 5.34 crore, Plant & Machinery- Rs. 40.27 crore & M.F.A.- Rs. 3.23 crore). 3. That as on 31/03/2024, the gross value of fixed assets of the unit is at Rs. 54.20 crore. (Land : Rs. 1.40 crore, Building : Rs. 5.34 crore, Plant & Machinery : Rs. 43.80 crore & M.F.A.- Rs. 3.66 crore). 4. That there is an increase of Rs. 3.96 crore in the gross value of fixed assets of the unit. (Plant & Machinery : Rs. 3.53 crore and M.F.A. : Rs. 0.43 crore) 5. That an increase of Rs. 3.53 crorein the value of Plant & Machinery is due to purchase of Quality Testing Machine, Metal Detector for Blow Room, Cot Mounting Machine, replacement of 5 (Five) old Cards with the new one, Air Compressor. (Copy of the purchase bills attached). 6. That an increase of Rs. 0.43 crore in the value of M.F.A. isdue to purchase of parts of False-ceiling for H-plant, Clipping Machine, Rewinding Machine, Card Cane. (Copy of purchase bills attached). 7. That in spite of the above said additions, there is no increase in the production capacity of the unit and it is the same as previously approved by the PPCB. Production chart of Cotton Yarn for the last 5 (Five) years enclosed herewith. 8. That now the unit has 16 (Sixteen) Open End Machines, 24 (Twenty Four) Cards, 10 (Ten) Draw Frame, 3 (Three) Blow Room & 3 (Three) Rotary Filters. 9. That we are deposing online Rs. 7,31,300/- towards Air Consent fee : Rs. 3,60,000/-, Water Consent fee : Rs. 3,60,000/-, NOC Regularization fee : Rs. 10,800 and Application Form fee : Rs. 500/-, adequate up to 30/09/2029. The industry has also year-wise production detail from the year 2019-20 to 2023-24, according to which, there is no increase in the production capacity of the unit. The industry was visited by Asstt. Environmental Engineer of this office on15.05.2024 and contacted Sh. Sham Lal, Director of Companyat site. During the visit, it was observed that: 1. The industry was in operation. 2. There are 16 no. open end machines,24 cards, 10 draw frame, 3 blow room with 3 no. rotary filter having rotary filter to control the fluff emissions. 3. The industry has installed 1 no. DG set of 500KVA capacity, which are with canopies and adequate stack heights. 4. There is no source of trade effluent generation. The source of water supply is 1 no. submersible pump which are equipped with flow meter. 5. The water is used for humidification in the process. 6. The domestic waste water generated from the premises is being treated in a septic tank and the overflow of this septic tank is pumped in the plantation area approximately1/4 acre land. 7. There arelabour quarters inside the industry and around 75 persons are residing within the labour quarters out of total work force of around 85 workers.The industry is generating domestic effluent @ 7.5 KLD as mentioned in the application form, which is being passed onto land for plantation. The area under plantation area is around ¼ of acre. 8. The industry have not yet obtained permission from PWRDA as per latest guidelines of the Govt. 9. The industry has not installed ambient air quality monitoring stations inside its unit for regular monitoring of its air quality. However, theindustry has got the ambient Air Quality Monitoring conducted from NABL approved laboratory and submitted its report with the application. Further,Board has not monitor ambient air quality monitoring of the industry. 10. Three no. rotary air filter is installed by the industry to control fluff emissions generated by the industry, which is adequate. 11. Cotton waste generated by the industry is being sold to the processors of cotton waste plant and the traders also. The industry is complying with the conditions of consents earlier granted to it under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. In view of above, it is recommended that the renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto30.09.2029for manufacturing of Cotton Yarn @ 45.0 Metric Tonnes/day and Cotton waste (Bye-product) @ 2.95 Metric Tonnes/day by using Cotton @ 49.0 Metric Tonnes/day raw material and discharge of domestic effluent @ 7.5 KLD onto land for plantation after passing through septic tank, under orange category subject to suitable conditions.
