It is submitted that the industry is a small scale orange category plastic reprocessing unit and was earlier granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH3/2023/24091190 dated 24.11.2023 and under Air Act, 1981 vide no CTOA/Renewal/LDH3/2023/24091194 dated 21.12.2023 for the Recycled Plastic Granules @ 5 T/day & Washing & Cutting of Empty Can @ 3000 Numbers/Day with the disposal of trade effluent @ 9.0 KLD reused back in to the process after treatment through ETP and domestic effluent @ 0.2 KLD onto land for plantation after passing through septic tank, which were expired on 23.05.2024 & 20.06.2024.
Now, the industry has applied for varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for the Recycled Plastic Granules @ 10 T/day & Washing & Cutting of Empty Can @ 3000 Numbers/Day with the disposal of trade effluent @ 9.0 KLD reused back in to the process after treatment through ETP and domestic effluent @ 0.2 KLD onto land for plantation after passing through septic tank. The industry had already deposited Rs. 6600/- vide UTR. No. 917693990 dated 19.08.2022 under Water Act, 1974 & Rs. 7700/- (6600/- Air + 1100 NOC) vide UTR. No. 765810120 dated 19.08.2022 under Air Act, 1981. Rs. 9000/- vide R. no. 164008875 dated 16.04.2024 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 10,400/- vide R. No. 462872141 under Rs. 9000/- Air (Prevention & Control of Pollution) Act, 1981 and Rs. 1400/- as NOC fee, which are adequate upto 31.03.2031.
A. The industry has submitted Classification of the area certificate from ATP, Municipal Corporation, Ludhiana letter no. 2947/ATP/B/D dated 13.10.2022, which stating that the site falls in industrial zone as per Approved Master Plan Ludhiana.
The industry was visited by AEE of this office on 15.05.2024 and observed that:-
1. The industry is engaged in the recycling of plastic drums and manufacturing of plastic dana. During visit industry was in operation.
2. The manufacturing process of the industry is washing Crushing Mixing MeltingExtruding Final product Dispatch.
3. The industry has installed the ETP for the treatment of its effluent generated from the washing process. The ETP is consisting of collection tank chemical dosing flash mixture tube settler filters treated water storage tank reuses. The industry has made arrangement to re-use back treated effluent in the washing section.
4. The industry has not installed any DG set.
5. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
In view of above, it is recommended that varied consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 for the period upto 30.06.2029 with special condition that the industry shall not manufacture any carry bags or banned Single Use Plastic.
