It is submitted that the HCF was granted Authorization under the Bio Medical Waste Rules, 2016 was granted to the HCF for 100 bed capacity, valid for a period up to 31.12.2024 with suitable conditions.
The HCF has now applied for obtaining fresh Consent to operate of the Board under the Water Act, 1974 and Air Act, 1981 for 100 bed capacity through OCMMS along with relevant documents.
The HCF has submitted an undertaking that the District Hospital Sri Muktsar Sahib was constructed in year 2000 and Institution is a Government body. There is no need for NOC from Municipal Committee at the time of building construction. The HCF is now upgraded to 100 bedded hospital and all are fully functional as on date.
The HCF has submitted copy of agreement made with M/s Medwaste Solutions Pvt. Ltd., Village Bidowali, Tehsil Gidderbaha, and District Shri Muktsar Sahib regarding lifting of bio medication waste generated within the premises of the HCF, which is valid upto 31.01.2025.
The HCF has deposited the consent fee of Rs. 20000/- vide no. IBKL240422667968 dated 22.04.2024 under Water Act, 1974 and Rs. 20000/- vide no. IBKL240422667969 dated 22.04.2024 under Air Act, 1981, which is inadequate. The HCF has also deposited the NOC regularization fee Rs. 10000/- vide no. IBKL240422667970 dated 22.04.2024. The consent fee applicable upto 31.12.2024 is 87,500 under each Act. Further, as per Board’s office order no. 23951-53 dated 05.10.2023, it is notified that consent to operate of the Board under the Water Act, 1974 and Air Act, 1981 may be granted to the Public Healthcare Facility if there is any delay to deposit the adequate consent fee by the Healthcare Facility, subjected to the condition that HCF shall deposit the authorization / consent fee on availability of funds.
The balance cto fee upto 31.12.2024 under each Act is Rs 67,500
The HCF was visited by AEE of this office on 03.04.2024 and it was observed as under-
1. The bed capacity of the hospital is 100 nos. of beds at the time of visit. The HCF has informed that they are in process to apply for CTO of the Board.
2. The HCF has installed ETP cum STP plant which consist of Equalization Tank à Screening à Aeration Tank à MBBR à Sludge Drying Beds à Treated Water Tank, which was found in operation during visit time, however, no treated water is discharged, hence sample could not be collected.
3. The treated effluent is discharged into MC sewer.
4. The HCF is segregating Bio-Medical Waste being generated by its category wise at the point of their generation as per colour coding, collected in polythene / puncture proof bags, which are placed in plastic containers.
5. The hospital is cutting catheters/tubing to avoid its reuse.
6. The hospital has provided shredders/ cutters for shredding of used needles and same were found in working condition.
7. Non-Polychlorinated bags, were used at all Bio Medical waste generation points & bar code stickers are pasted on these bags before lifting them off to the CBMWTF.
8. The hospital has stored glass (broken / unbroken) in a cardboard box with blue colour marking on it.
9. The hospital has provided Final storage room for storage of bio medical waste, which is safe, pucca and with lock & key arrangement systems
10. The hospital has maintained the record of Bio-Medical Waste Category wise in Annotated form, being lifted by the CBMWTF.
11. The hospital is not mixing its BMW with the municipal solid waste.
Keeping in view of above it is recommended that Consent to Operate under the Water Act, 1974 and Air Act, 1981 may be granted to the HCF for the bed capacity of 100 beds for a period upto 31.12.2024 (Sync with the validity of the authorization) with additional condition that the HCF shall deposit the balance consent fee (upto 31.12.2024) of Rs. 67,500/- each under the Water Act, 1974 and Air Act, 1981, on availability of funds.
