It is submitted that the HCF was granted Authorization under the Bio Medical Waste Rules, 2016 was granted to the HCF vide no. BMW/Renewal/MKS/2023/23906750 dated 19.10.2023 for 18 bed capacity, valid for a period up to 31.03.2024 with suitable conditions.
The HCF has now applied for obtaining fresh Consent to operate of the Board under the Water Act, 1974 and Air Act, 1981 for 18 bed capacity through OCMMS along with relevant documents.
The HCF has deposited the consent fee of Rs. 11000/- vide no. 456450204 dated 14.05.2024 under Water Act, 1974 and Rs. 10000/- vide no. 889941946 dated 14.05.2024 under Air Act, 1981, which is adequate upto 31.03.2026.
The Board vide office order no. 329 dated 14.09.2023 has directed that Consent / Authorization of Healthcare Facility upto 50 bed shall be granted without any inspection.
Moreover, as per the office order no. EPA/2017/No. 5261-86 dated 15/12/2017 the competency of upto 50 beds HCEs and Labs and Blood Banks, Pathological Lab, Veterinary Institutions / Animal House etc lies with the Environmental Engineer of the Regional Office's.
The HCF has submitted completion certificate of ETP of capacity 15 KLD.
In view of above, may if approved, Consent to Operate of the Board under the Water Act, 1974 and Air Act, 1981 may be granted to the HCF with validity upto 31.03.2026, with special condition that the HCF shall obtain authorization under the Bio-Medical Management Rules, 2016, within 7 days.
