Discussed with CEE (P) on 17/5/2024 and it was apprised that earlier NOC was granted to the PP for discharge of treated wastewater @ 90 KLD onto land for plantation in an area of 2 acres (taken on lease) to be developed as Karnal Technology, @ 31 KLD used for plantation/ gardening purposes within its premises in an area of 5720 Sqm and @ 86 KLD for flushing purposes by providing dual plumbing system.
But, now the PP has submitted consent application with a proposal that the treated water @ 87 KLD will be used for flushing purpose, about 31 KLD for irrigation of green area and the rest @ 92 KLD will be discharged into MC sewer.
Thus, the proposal submitted by PP for utilization of treated wastewater is not in consonance with the proposal submitted by the PP at the time of grant of NOC.
A serious view has been taken by the CEE (P) that neither the EE, RO, SAS Nagar nor AEE of RO has seen the above mentioned point while processing/ recommending the case.
In view of the above, if approved:
1) SCN for refusal of CTO under the Water Act, 1974 and the Air Act, 1981 alongwith an opportunity of personal hearing before the Hon'ble Chairman of the Board may be issued to the PP.
2) Explanation of EE and concerned AEE of RO, SAS Nagar may be called as to why the case has been recommended to the Competent Authority for grant of CTOs when the proposal submitted by the PP for utilization of treated wastewater is not in consonance with the NOC granted to PP.
