It is submitted that the subject cited rice sheller unit was granted consent to establish (NOC) under the Water Act, 1974 & the Air Act, 1981 for establishment of unit to produce Sortex rice @ 4 THP, vide no. NOC/FRZ/5/41/270 dated 21.12.2001 with suitable conditions. Thereafter, the industry has failed to get fresh / renewal consent to operate of the Board.
Now, the industry has applied for obtaining fresh consent to operate for operation of the unit under the Water Act, 1974 & the Air Act, 1981 for same capacity through OCMMS along with requisite documents. The details of the case as under:
• The industry has submitted year wise CA certificate, stating value of fixed assets of Rs. 24.34 lakhs (including plant & machinery of Rs. 16.68 lakhs) as on 31.03.2024.
• The industry has deposited consent fee of Rs. 39,500/- vide UTR / Ref. No. 684195714 dated 16.05.2024 under the Water Act, 1974 & Rs. 39,500/- vide UTR / Ref. No. 817389317 dated 16.05.2024 under the Air Act, 1981, which is adequate upto 30.09.2028 as per Board's order dated 29.10.2018 including penalty.
The industry was visited by the undersigned on 17.05.2024 and it was observed as under:
• The industry has installed sortex machine which was not in operation as per its requirement.
• The industry has provided brick paving at movement area of vehicles, within its premises. The representative of the industry has informed that due to 1st paddy season, work in this regard, cannot be completed and has given assurance to complete the same within one month and compliance will be submitted to Punjab Pollution Control Board.
• The industry has provided septic tank for treatment of domestic effluent with provision to discharge onto land for plantation.
• The industry has provided plantation along its boundary wall.
• The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981.
Keeping in view of above, it is recommended that consent to operate applied by the industry under the Water Act, 1974 & the Air Act, 1981 may be granted for operation of unit to manufacture sorted rice @ 4 TPH for a period upto 30.09.2024 to the industry with suitable conditions along with special conditions that:
i. The industry will discharge only treated domestic effluent onto land for plantation / green belt.
ii. The industry shall not increase its existing land area without prior permission of the Board.
iii. The industry shall not increase its production capacity without the prior written permission/NOC of the Board.
