It is intimated that the industry is a small-scale orange category unit and earlier the industry was granted Consent to Operate under the Water Act, 1974 vide no. R16LDH4CTOW3818659 dated 14.03.2016 and Air Act, 1981 vide no. R16LDH4CTOA3818594 dated 14.03.2016, which was valid upto 10.09.2016 for manufacturing of Heat treatment on work and job basis @ 500 Kgs/day.
Thereafter, the industry was issued notice to issue directions u/s 33-A of the Water Act, 1974 and 31-A of the Air Act, 1981 with opportunity of personal hearing before the CEE, Ludhiana on 30.04.2024, wherein it was decided as under:-
1. The industry is afforded last opportunity to apply for consent to operate, if they failed to apply the consents, within 07 days then directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 be confirmed against the industry for its closure and disconnection of its electric supply without any further notice/opportunity.
2. Environmental Engineer, Regional Office-4, Ludhiana shall visit the industry to verify the contentions of the industry and process the consent application on merit.
Now, the industry has applied for varied Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS.
The industry has deposited fee amounting to Rs. 26100/-vide R. No. N116232432403418 dated 26.04.2023 and Rs. 7200/- vide R.no. 172329471 dated 17.05.2024 under Water Act, 1974 and Rs. 26100/-vide R. No. N116232432397586 dated 26.04.2023 and Rs. 7200/- vide R.no. 164348147 dated 17.05.2024 under the Air Act, 1981 and Rs. 1800/- vide R.no. N116232432398461 dated 26.04.2023, which is adequate upto 30.09.2026 (after deducting NOC and late penalty fee).
The industry was visited by the officer of this office on 14.05.2024 and it was observed as under: -
1. The industry was in operation during visit & is engaged in heat treatment process.
2. The industry has installed 8 no. LPG based rotary furnace with hoods and adequate stack height for heat treatment process. No visible emissions has been observed during the visit.
3. The industry has also installed grinding and adda machines.
4. The industry has installed 01 no. DG set of 62 KVA with canopy and adequate stack height.
5. The industry has no source of trade effluent. Domestic effluent is being discharged into sewer and cooling water is being re-circulated by the industry.
6. The industry has submitted an approved building plan approved by the Competent Person.
The industry is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 of the Board.
In view of the above, it is recommended that the varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.09.2026 with suitable conditions as per policy of the Board.
