It is submitted that earlier, the industry was issued notice to issue directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 alongwith show cause notice for violation of the provisions of the Air (Prevention & Control of Pollution) Act, 1981, with an opportunity of personal hearing before the Chief Environmental Engineer, Ludhiana on 28.03.2023 in which following decisions were taken:
1. The Environmental Engineer, Regional office-2 Ludhiana, shall seal the machinery of polluting process and send report within 15 days.
2. The industry shall remove the stagnation in the adjoining plant within 15 days.
3. The industry shall not discharge any trade effluent and discharge only domestic effluent onto land for plantation through septic tank.
4. The industry shall immediately dismantle the soakage pit.
5. The industry shall obtain 'Consent to Establish' (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for establishment of such unit, within 15 days.
6. It was made clear that in case the industry fails to comply with observed as under above, the Board shall feel constrained to confirm the proposed directions without any further notice/opportunity.
7. The Environmental Engineer, Regional office-2, Ludhiana shall ensure the compliance and send further recommendations.
To verify the compliance of the above said decisions the industry was earlier visited by the undersigned (AEE) on 02.05.2024 and details of visit are as under:-
(A) COMPLIANCE OF THE DECISIONS OF PERSONAL HEARING
1. The polluting process i.e. (03 no. screen printing machines) have been sealed.
2. Industry has removed the stagnation in the adjoining plot.
3. Now, no trade effluent is discharged by the industry and domestic effluent is discharged onto land for plantation through septic tank.
4. Now, it has dismantled the soakage pit.
5. The industry has applied for obtaining 'Consent to Establish' (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 alongwith required documents and fee.
6. Now, the industry has obtained the NOC of the Board vide No. CTE/Fresh/LDH2/ 2024/25531743 dated 07.05.2024 which the validity period of 06.05.2025.
Now, the industry has applied for obtaining 'Consent to Operate' (CTO) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution)
Act, 1981 alongwith required documents and fee for manufacturing sticker @ 600 No./Day using paper sheet @ 400 No./Day as raw material.
The site of the industry was visited by the undersigned of this office on 15.05.2024 and it was observed as under:-
1. It has installed 2 No. UV Printing Machines, 3 No. Screen Printing Machines (lying Sealed), 1 No. 2 colour printing machine, 1 No. automatic lamination cum die cutting machine at Ground Floor and 3 No. Die cutting machines and 3 lamination machines at 1st Floor of the industry.
2. It has provided 2 Tanks for forced evaporation of trade effluent arising from the washing of screen printing of size 31”*39”*31” each with 4 heaters of capacity 2 KW each.
3. It has provided Sub Energy Meter for forced evaporation and reading of the same was 1.1 kWh.
4. Now, it has provided the water meter in process area and reading of the same was 0.47 KL.
5. It has provided the septic tank to treat the domestic effluent and treated domestic effluent is discharged onto land for plantation.
6. It has provided the a D.G.Set of 40 KVA with canopy and adequate stack height.
7. As per DTP, Ludhiana letter No. 953 DTP(L)/M2A dated 19.04.2024, the site of the industry falls in Industrial Zone observed as under per approved Master Plan, Ludhiana (2007-31).
8. As per CA certificate and project report submitted by the industry the value of total fixed assets is Rs. 75.36 Lacs as on 31.03.2023, out of which the value of Plant & Machinery is Rs. 26.78 Lacs.
9. As per MSME no. Date of Commissioning of the industry is November, 2022.
10. The industry has deposited fee Rs. 28000/- UTR.No. N129243027657064 dated 08.05.2024 under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 28000/- vide UTR No. N129243028469936 dated 08.05.2024 under the Air (Prevention & Control of Pollution) Act, 1981.
11. The consent fee deposited by the industry is adequate upto 28.11.2025.
12. The industry has also submitted its request to de-seal the 03 no. screen printing machines.
Keeping in view of the above, it is recommended that:
1. Consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.09.2025.
2. Directions may be issued to the de-seal the 03 no. screen printing machines.
