The project proponent has applied for Consent to establish (NOC for first time) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for setting up a unit for Dyeing of fabrics @ 7000 Kgs/day and dyed acrylic yarn @ 1800 kgs/day by using Polyester Fabri @ 7000kgs/day Acrylic Yarn @ 1800 kgs/day and Dyes & Chemicals @ 1500 kgs/day.
The industry has filled online application form, Brief project report, site plan location plan, manufacturing process flow chart, DTP letter bearing no. 1624 dated 28.06.2023, partnership deed, rent deed, feasibility report of ETP and boiler.
The industry has deposited Rs. 10800/- vide no. 001306093712 dated 12.03.2024 as NOC Fee. Rs. 500/- vide no. 001306093712 dated 12.03.2024 as application form fee. The adequacy of fee deposited by the industry is upto 31.03.2024.
The industry was visited by officer of this office on 15.05.2024 and observed as under:-
1. The project proponent has earmarked the boundary of the proposed industry and no construction work has been started.
2. The project proponent has proposed to install ETP of capacity 300 KLD comprising of following components:-
Collection – cum equalization tank - chemical dozing – floculator - primary tube settler - aeration tank - secondary tube settler - prefilteration tank - MGF, ACF.
3. In the project report the industry has proposed to install soft flow machines of capacity 150 kg x 3, 300 kg x 1 and 500 kg x 1. The proposed discharge of effluent from these machine will be 245 KLD
4. As per the application the Dyeing of fabrics @ 7000 Kgs/day and dyed acrylic yarn @ 1800 kgs/day will be carried out by installing following soft flow machine.
• 500 kg soft flow x 1 no.
• 300 kg soft flow x 1 no.
• 150 kg soft flow x 3 no.
5. The calculation of polyester dyeing and acrylic yarn machinery is attached in the note.
6. As per the above mentioned proposed machinery, the effluent generation will be 245 KLD and industry has proposed to develop 3.5s acre plantation area as per karnal technology, which is sufficient for propose discharge.
7. The project proponent has proposed to install septic tank for treatment of domestic effluent @ 0.8 KLD. The effluent after septic tank will be discharge onto land for plantation.
8. The project proponent has proposed to install 1 boiler of capacity 4 TPH, which will be Agro waste fired.
9. The project proponent has proposed to install 1 D.G set of capacity 250 KVA with canopy provided and adequate stack height.
10. The project proponent has proposed to install cyclone separator as APCD along with stack of adequate and proper sampling arrangements.
11. The project proponent has submitted DTP letter bearing no. 1624 dated 28.06.2023, which is mentioned the industry falls under the Industrial Zone.
12. The site is suitable for such types of establishments.
In view of above, it is recommended that the industry may be granted 'Consent to established' (NOC for first time) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for 1 year for Dyeing of fabrics @ 7000 Kgs/day and dyed acrylic yarn @ 1800 kgs/day with discharge of trade effluent @ 245 KLD onto land for plantation and installation of boiler of 4 TPH capacity with Agro waste as fuel with suitable condition as per policy of the Board, please.
