File Note: It is submitted that the subject cited establishment is a warehouse project which falls under orange category i.e.2021-Building and construction project having more than 20,000 sq. m built up area and having waste water generation less than 100 KLD established and operated in the name and style of M/s Binny Warehousing Unit-II. Now, the PP has applied for obtaining fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 for operation of the said warehouse having built up area @ 32321.43 Sqm. The establishment has submitted that the project was established in an Area of 15.9791 Acres in the revenue estate of Village Mehtabgarh, Tehsil Rajpura, Distt. Patiala (H.B.No. 77), for which CLU was obtained from the competent authority vides memo no. 653 dated 28/02/2019. As per the CLU obtained, the land of the proposed site falls in the mixed land use zone as well in the industrial land use zone of statutory Master Plan of Rajpura and the said activity (Warehouse project) is permissible under this land zone. The establishment had also obtained Environmental Clearance from Government of India Ministry of Environment, Forest and Climate Change (Issued by the State Environment Impact Assessment Authority (SEIAA), Punjab vide no. DECC/SEIAA/2020/1544 dated 19.03.2020 for construction of a warehouse in total area 64679.40 sqm, with built up area of 32321.43 Sqm. The project proponent has now deposited Rs. 276800/- (Rs. 222300/- as Water consent fee, Rs. 54000/- penalty fee & Rs. 500/- as application form fee) vide online receipt no. 890057064 dated 15.05.2024 and Rs. 311100/- (Rs. 222300/- as Air consent fee, Rs. 54000/- penalty fee & Rs. 34800/- as NOC regularization fee) vide online receipt no. 838807054 dated 15.05.2024 against the fixed assets amounting to Rs. 960.97 lakh as on 31.03.2024 as per CA certificate dated 14.05.2024, which is adequate upto 31.03.2034 (Date of commissioning June, 2021 as per application form and submissions made by the project proponent ). Accordingly, the unit was visited by the AEE of this office on 17.05.2024 and it was observed as under: 1. The establishment is a warehouse project and was found in operation. 2. The establishment has construction 4 no. shed. 3. The establishment has installed separate septic tank for treatment of its wastewater from each shed. The treated effluent is discharged onto land for plantation. 4. The source of water supply is the own submersible pump. 5. The establishment has also provided 1 no. DG set of capacity 80 KVA, which is equipped with canopy and stack of adequate height. Therefore the establishment is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981. In view of the above mentioned facts, it is recommended that fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted for operation of the warehouse project upto 31.03.2034 for discharge of domestic effluent @ 2.4 KLD onto land for plantation/irrigation with suitable conditions and following special conditions: i. The PP shall comply with conditions of the Environment clearance obtained by it. ii. The promoter shall not generate and discharge any kind of trade effluent and shall discharge only domestic effluent onto land for plantation. iii. The project proponent shall not dispose off its wastewater into any borewell / nallah / choe or any unauthorized mode of disposal at any time. iv. The promoter shall not import or store any kind of hazardous waste. v. The promoter shall not allow any washing or servicing activity of commercial vehicles in the premises of the warehouse. vi. The project proponent shall not undertake any industrial or manufacturing activity within the premises, except storage of goods. vii. The project proponent shall comply with the conditions of the Environment clearance obtained by it. (Competency: SEE, ZP-1)
