Show cause notice for refusal of consents to operate under the provisions of Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 issued to the hot mix plant vide this office letter no. 1617 dated 02.04.2024 with an opportunity of personal hearing before the Senior Environmental Engineer of the Board on 15.04.2024 wherein it was decided as under:
1. The hot mix plant shall provide adequate sampling arrangements with the stack provided with the APCD to facilitate air emission sampling, within 07 days.
2. Environmental Engineer, Regional Office, Bathinda shall visit the site of hot mix plant after 07 days, verify the submission made by the prop. of hot mix plant and process the consent applications applied by it under Water Act, 1974 & Air Act, 1981, on merits.
To check the compliance the industry was visited by the undersigned on 17.05.2024 and it was observed as under –
1. The HMP was not in operation during visit.
2. The PP has installed rotary type HMP with drum type water scrubber as APCD and adequate stack height.
3. The industry has now provided recirculation pump with the APCD of the HMP which was in line.
4. The HMP installed is equipped with the centralized control panel/cabin capable of pre-setting controlling/synchronizing all operations
5. The PP has now provided sampling arrangement with the stack of the APCD.
6. The PP has now stabilized the movement area from the entry point till the HMP.
6. The PP has provided provision for sprinkling of water over the movement area using hose pipe.
7. The PP has now provided fresh plantation along the boundary wall.
8. The PP has installed DG set @ 125 KVA with canopy and adequate stack height.
The industry is now complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt.
In view of above, it is recommended that the consents to operate under the Water Act, 1974 & Air Act, 1981 may be granted upto 31.3.2025. |
