It is submitted that the Industry is a Rice Sheller unit for the manufacturing of Dry/Sorted Rice @4TPH with dryer. The Industry has been granted Consent to Establish vide no. CTE/Fresh/BTI/2023/21900646 dated 10.05.2023 valid upto 09.05.2024.
Now, the industry has applied for obtaining CTO under the provisions of Water Act, 1974 and the Air Act, 1981 for operation of the rice sheller.
The rice sheller has deposited Rs. 42000/- vide no. 425288060 & 783989908 dated 9.5.2024 against the CA value of 151.55 lacs which is adequate upto 31.3.2028.
To check the compliance status of the Industry, the industry was visited on 13.05.2024 and it was observed as under:-
1. The Industry was not in operation during the visit.
2. The Industry has installed separate cyclones as APCD with the shelling section and with the paddy cleaner of the dryer section but the APCD installed at the shelling section was found bypassed. No Chimney and sampling arrangement had been provided for the APCD installed at the dryer section.
3. The Industry has not provided pucca road within the premises for the movement of vehicles.
4. The Industry has provided fresh plantations along the boundary wall within the premises.
5. The Industry has not provided a windscreen (Jali) over the 10 feet boundary wall in the husk storage area.
6. The Industry has provided Septic tank for the treatment of domestic effluent generated with discharge onto the land for plantation.
From the above, it is clear that the industry is violating the provisions of the Water Act, 1974 and the Air Act, 1981.
If approved, SCN for violation of the provisions of Water Act, 1974 and the Air Act, 1981 may be issued to the industry due to above-said violations.
