It is submitted that the project proponent has applied for setting up a new Hotel, Restaurant–cum-Party Hall and Banquet Hall namely M/s The Vintage Garden falling in the revenue estate of Village Inderpura, Tehsil and Distt. Patiala under orange category along with requisite documents & fees.
The project proponent as per application & the project report along for establishing new Hotel, Restaurant–cum-Party Hall and Banquet Hall. The project proponent has proposed to install Hotel of capacity 21 rooms, Restaurant + Party Hall @ 200 persons, Banquet Hall having capacity of 454 persons and discharge of domestic effluent @ 23.8 KLD onto land for plantation after treatment in STP.
The project proponent has deposited Rs. 18,000/- vide online UTR. No. IDIBH24115155874 dated 24.04.2024 on account of NOC fee against the total proposed project cost of Rs. 851 lacs (Plant and Machinery of Rs. 115.00 lacs.) as per the project report submitted by it, which is adequate for one year.
It is pertinent to mention here that the Board has framed the sitting guidelines of Hotel/ Motel/ Restaurant / /Lodge/ Inn /Guest House / Banquet Hall/Marriage Palace vide no. 271 dated. 10/10/2011, wherein it is mentioned that the project proponent shall be allowed to set up Marriage Palace cum Banquet hall outside M.C limit in case the Project proponent submits a certificate issued by District Town Planner of the concerned area to the effect that the site is suitable as per the statutory/non-statutory Master Plan and their bye-laws and/ or submits building plan duly approved by the said Authority.
The project proponent has obtained change of land use (CLU)/building plan approval from Senior Town Planner, Patiala vide letter memo no. 18-STP(P)/BA-455 dated 02.01.2024, according to which the site of the project falls in the residential land use zone of Notified Master Plan, Patiala where hotel activity is permissible. The land details mentioned in CLU is Khasra No. 40//4/1 (4-0), 40//4/2 (4-0), 7/1 (6-16), 7/2 (2-13) total 17 Kanal 9 Marle (2.1812 acres).
Feasibility Report :
The project proponent has submitted the feasibility report prepared by M/s ADS Envirotech Technical Service & Consultants, R.O:- 424/224 Adarsh Colony, Near Gurudwara Sahib, Patiala (Punjab). The details of water consumption and generation is given below:

The project proponent has proposed to install STP of 25 KLD capacity consisting of oil & grease trap (for kitchen wastewater), graded screen, collection sump, primary clarifier, aeration tank, secondary clarifier, multi-grade pressure depth filter, UV treatment (disinfection), Sludge dewatering/drying – for primary and secondary sludges.
The STP is adequate in principal and the working shall be check once the STP is in operation.
The total proposed water consumption as per application is 30 KLD (from process) and discharge of domestic effluent @ 23.8 KLD onto land for plantation in an area of about 2550 sqm.
The utilization detail of treated water are as under:-

Summer Out of total quantity of 23.8 KLD of treated wastewater to be utilized in the green area of 2550 sqm, (5.5 x 2550) sq.m = 14.02 KLD can be utilized in the green area only which is less than total quantity of wastewater to be utilized in the green area. Excess wastewater generated= 9.78 KLD The total land required to be developed as per Karnal Technology = 9.78/60= 0.163 acres or 660 sq.mtr.
Winter Out of total quantity of 23.8 KLD of treated wastewater to be utilized in the green area of 2550 sq. m, (1.8 x 2550) sq. m = 4.5 KLD can be utilized in the green area only which is less than total quantity of wastewater to be utilized in the green area. Excess wastewater generated= 19.3 KLD The total land required to be developed as per Karnal Technology = 19.3/60= 0.32 acres or 1295 sq.mtr. The unit is required to provide 1295 sq.mtrs additional plantation area to be developed as per Karnal Technology
Air Pollution:-
As per the report, the project proponent plans to install DG set of 50 KVA capacity. To manage combustion emissions, an exhaust outlet will be equipped with a muffler. Additionally, to ensure proper dispersion and reduction of emission impact, a stack will be installed. The stack's minimum height will extend 3 meters above the height of the building where the DG set is located.
Solid Waste Management:-
As per the report, 45 kg/day of solid waste shall be generated. The waste management process involves sorting waste into recyclable and non- recyclable categories at the source. Recyclable materials will be efficiently processed by recycling industries, while non-recyclable waste will be managed on-site. Strategically placed service bins with color-coded compartments will facilitate user-friendly waste disposal, contributing to effective waste collection and transportation.
The site was visited by the undersigned on 20.05.2024 and contacted Sh. Davinder Singh, representative of the firm. During visit, it was observed that:
1. The proposed site falls on the right hand side of the Patiala -Nabha road.
2. The construction activity of the Hotel, Restaurant–cum-Party Hall and Banquet Hall was in progress.
3. The project proponent was guided to provide additional green area in the unit in order to manage treated domestic effluent.
4. The project proponent was guided to provide proper collection and stack arrangement for control of the process emissions generated from cooking section inside the kitchen.
The Board has framed mechanism / guidelines for control of pollution from banquet halls / restaurants / hotels / motels prescribed by board vide office order dated 02.02.2021 in compliance to NGT orders dated 20.12.2019 in the matter of O.A no. 400/2017 titled as Westend Green Society vs Union of India and others.
The site is suitable for establishment of hotel cum banquet hall, as per the Board’s order dated 10.10.2011 and as per the policy of the Board of April, 2013. Since, the site falls in the residential zone as per the CLU/building plan approval, it shall ensure that it will not cause any kind of noise pollution, water pollution and public nuisance in the area.
In view of above mentioned facts, if approved, recommendation may be sent to SEE, ZO-1, Patiala for grant of consent to establish (NOC) may be granted to the project proponent for setting up of new Hotel, Restaurant–cum-Party Hall and Banquet Hall namely M/s The Vintage Garden and discharge of treated domestic effluent @ 23.8 KLD onto land for plantation under orange category with suitable conditions and following special conditions that:
1. The hotel cum restaurant shall comply with the mechanism/guidelines for control of pollution from banquet halls/restaurants/hotels/motels prescribed by board vide office order dated 02.02.2021 in compliance to NGT orders dated 20.12.2019 in the matter of O.A no. 400/2017 titled as Westend Green Society vs Union of India and other.
1. The project proponent shall install STP as per the feasibility report and submit completion certificate submitted by it.
2. The project proponent shall provide 1295 sq.mtrs additional plantation area to be developed as per Karnal Technology.
3. The project shall provide flow meter on the submersible pumps and outlet of STP and maintain record of the same at all times.
4. The project proponent shall employee a qualified professional for operation and maintenance of the STP and other environment pollution related matter.
5. The establishment shall continue to comply with the provisions of the Solid Waste Rules, 2016 in true letter and spirit.
6. The establishment shall comply with the provisions of Noise Pollution (Regulation & Control) Rules 2000 and shall maintain noise standards applicable in the Residential Area as per the said Rules.
7. It shall ensure that it will not cause any kind of noise pollution and public nuisance in the area.
8. The establishment shall conform to the standards for treated wastewater as laid down by the Board in circular vide no. SEE (HQ-1)/F.244/2011/271 Dated 10.10.2011.
9. The establishment shall obtain permission from PWRDA (if applicable) for abstraction of ground water.
10. The establishment shall obtain all the statuary approvals/clearances from the concerned department.
11. This NOC is granted on the basis of documents/affidavits submitted by the project proponent and if in case, any contention submitted by the project proponent found wrong or false, the consent granted shall stand deemed cancelled without affording an opportunity of show cause.
