File Note: Sir RO has reported that the project proponent has granted CTE under Water (Prevention & Control of Pollution) Act, 1974 vide No. ZO-J-CTE/2007/F-91 dated 20.08.2007, valid up to 19.08.2008. Now the project proponent has applied fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 through OCMMS for operation of the residential project. The details of the case are under:- 1. The project proponent has submitted CA certificate, wherein the gross fixed assets of the project will be Rs 1.36 Crore. Accordingly, it has deposited Rs. Rs. 8,400/- via Receipt No. 526954442 dated 18/04/2024 and Rs. 34,100/- (including Rs. 500/- as application form fee) via Receipt No. 952224139 dated 03/05/2024 as consent fee under Water (Prevention & Control of Pollution) Act, 1974, adequate for a period upto 30/09/2028. 2. The project proponent has submitted as under:- a. Memorandum of Understanding executed between the promoter through Director Sh. Narinder Kumar Sharma of M/s Sharma & Gangahar Builders & Colonisers Pvt. Ltd., SCO No. 5, 6, S.G Enclave, Naushehra, Majitha Road, Amritsar being the proponent of Real Estate Projects S.G Enclave Phase-1 situated at Village Naushehra/Pandori Warraich, Majitha Road, Amritsar and Sh. Krishan Kumar Sharma S/o Sh. Ved Rattan promoter of residential colony S. G. Greens situated at Village Pandori Warraich, Majitha Road, Amritsar on dated: 12.04.2024. b. That both the above Real Estate Projects are adjoining to each other at village Naushehra/Pandori Warraich Majitha Road, Amritsar. c. That the Company M/s Sharma & Gangahar Builders & Colonisers Pvt. Ltd. has installed their sewerage treatment plant having capacity of 1500KLD in Residential Colony S.G Enclave Phase-1 for which the Consent to Operate was obtained from the Punjab Pollution Control Board vide No. 023ASR212432 From 02/02/2024 to 31/12/2024 vide certificate No. CTOW/Fresh/ASR/2024/24719968. d. That the domestic affluent of these two projects worked out is given as under: i. S.G Enclave Phase-1 (Area 68.68 Acres), Domestic Effluent @ 536 KLD ii. S.G Greens (Area 7.41 Acres), Domestic Effluent @ 68 KLD e. The total domestic effluent of these two projects is 604 KLD and the STP installed having capacity of 1500 KLD in residential colony S.G Enclave Phase-1 is sufficient to caters the need of all the above two projects. f. That the company M/s Sharma & Gangahar Builders & Colonisers Pvt. Ltd. hereby undertakes to operate the sewerage treatment plant to meet the requirement of treatment of water of these two projects and follow the terms and conditions of consent to operate specified by the Punjab Pollution Control Board in true spirit till handing over these projects to the Amritsar Development Authority (PUDA), Amritsar. 3. The project proponent has also submitted approved site plan of the colony issued from Chief Town Planner, Punjab, Chandigarh. 4. The project proponent has also submitted approved license to develop colony issued by Senior Town Planner, Amritsar vide license no. LDC-H&UD/Competent Authority/(STP-Amritsar)/ 48/2007 dated 16/03/2007. 5. The project proponent had already submitted design drawing of its STP of capacity 1500 m3 (1500 KLD) in its sister concern i.e. S.G. Enclave Phase-I, for treatment of domestic effluent being generated from for household activities and showing component as under:- Equalization Tank – Activated Carbon Filter – Pressure Sand Filter – Clarifier-1 – Clarifier-2 – Sludge Sump – Outlet. 6. The project proponent has already submitted completion certificate of ETP dated 15.01.2024, installed of capacity 1500 m3 prepared by Hydrotech Paryavaran (India), Pvt. Ltd., The site was visited by officer of the Board on 09.05.2024 and observed as following:- 1. The residential colony is well developed with roads, sewer line, street light etc. 2. The residential colony has installed STP of capacity 1500 m3 (1500 KLD) in its sister concern i.e. S.G. Enclave Phase-I, for treatment of domestic effluent being generated from for household activities. Component of STP as under:- Equalization Tank – Activated Carbon Filter – Pressure Sand Filter- Clarifier-1 – Clarifier-2 – Sludge Sump - Outlet. During visit STP installed by the colony was in operation. 3. The residential colony has developed parks/green belt area within premises of approx. 12.85 acres for disposal of its treated domestic effluent. parks/green belt area is developed within the common sites of its existing residential project and within the premises of S.G. Enclave Phase-I (Bifurcation of the land provided for plantation has already submitted by the industry during process of consent application under the name and style of M/s S.G. Enclave Phase-I,). 4. The residential colony has also submitted that surplus treated water after STP will be discharged into the sewer line of Gram Panchayat, Naushera for which the project proponent has also obtained NOC. EE ZO has observed that RO has to made the following observations:- 1. Provide the copy of NOC granted to the unit which was valid upto 19/08/2008. 2. Whether the project is suitable for NOC extension after the expiry of the 05-year period and so on. 3. The adequacy of consent fee year wise and NOC regularization/extension details. 4. details of latest domestic effluent sampling done by Board. EE RO is requested to clarify above within 01-day, please. RO has clarified that the existing project of the unit is sister concern of M/s S.G. Enclave Phase-1 Village Naussehra/Pandori Warraich, Majitha Road Tehsil and District, Amritsar. As per submission of the project proponent the date of commissioning of the residential colony is year 2023 and after depositing NOC regularization fee the project proponent has applied for obtaining fresh consent under Water (Prevention & Control of Pollution) Act, 1974. The industry has deposited Rs. 8,400/- via Receipt No. 526954442 dated 18/04/2024 as NOC regularization fee and Rs. 34,100/- (including Rs. 500/- as application form fee) via Receipt No. 952224139 dated 03/05/2024 as consent fee under Water Act, 1974 which is valid for further 04 years. The existing site of the residential colony is falls within the premises of M/s S.G. Enclave Phase-1 Village Naussehra/Pandori Warraich, Majitha Road Tehsil and District, Amritsar for which the project proponent has already obtained consents from the Board. RO has recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the project proponent up to 30.09.2028 with special condition that:- 1. The project proponent shall analyze treated effluent samples from the Board Lab within 02 months after issuance of this consent. Keeping in view of above, it is recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the project proponent up to 30.09.2028 with special condition that the project proponent shall analyze treated effluent samples from the Board Lab within 02 months after issuance of this consent.
