Sir, the industry is a small scale, red Category unit and is engaged in the manufacturing of Auto Parts (i.e. gear lever, brake pedal & footrest rod etc.) Now, the industry has applied fresh consent to operate under the Water Act, 1974 and Air Act, 1981 for manufacturing of Auto Parts (i.e. gear lever, brake pedal & footrest rod etc.) @ 800 No/day using M.S. sheet & Round Bar @ 600 Kgs/day, M.S pipe @ 200 Kgs/day, and chemicals @ 04 Kgs/day as raw material alongwith requisite document and fee.
The site of the industry was visited by RO on 02.05.2024 and it was reported as under:- 1. The industry was in operation during visit and was engaged in the process of manufacturing of auto parts i.e. gear lever, brake pedal & footrest rod etc. 2. The manufacturing process involves: Raw material - Cutting - Welding - Vibrator - Powder Coating - Oven - Packing - Dispatch. 3. It has installed 4 vibrators to finish its product. 4. The industry has made an agreement with M/s JBR Technology Pvt. Ltd., CETP, Focal Point, Phase-VIII, Ludhiana on 06.04.2024 @ 4000 Ltr/Month. 5. It has provided the underground effluent storage tank of size 11’-4” (L)*12’-4” (W)*9’-6” (D) in which appox. 1.2 KL effluent was lying stored during visit. 6. It has installed the water meter in its process area and reading of the same was 4.41 KL during visit. 7. The industry is maintaining the record of water consumption in process area and lifted to JBR Technologies Pvt. Ltd., Ludhiana. As per record maintained by the industry for the period 09.04.2024 to 02.05.2024, it has consumed 4.40 KL of fresh water in process area and 3.0 KL of effluent has been lifted by M/S J.B.R. Technologies Pvt. Ltd., and about 1.2 KL effluent was lying stored in effluent storage tank, which was in synchronization with water consumed considering the evaporation losses. 8. It has provided septic tank to treat the domestic effluent and same is discharged onto land for plantation along the boundary wall of the industry. 9. The industry is having submersible pump as source of fresh water. 10. It has installed 02 no. of powder coating booth with powder recovery units with adequate stack height and 1 No. electric Baking oven. 11. It has installed a D.G.Set of 82 KVA with canopy and adequate stack height. 12. The industry has submitted approved building plan from the Competent Person approved by the Director of Factories, Punjab. 13. The industry has submitted the letter issued by DTP, Ludhiana vide no. 1055 DTP (L) M2A dated 30.04.2024 vide which the site of the industry falls in industrial zone as per Master Plan, Ludhiana (2007-31). 14. The land and building of the industry is on rent which with validity period upto 08.05.2029. 15. As per electricity bill the date of commissioning of the industry is 12.10.2021. 16. The industry has been has been established without obtaining NOC of the Board. However, it has deposited Rs. 5400/- as NOC Regularisation fee as mentioned in fee detail. 17. As per CA certificate submitted by the industry the value of total fixed assets is Rs. 65.4 Lacs as on 24.04.2024. 18. The consent fee deposited by the industry is adequate upto 31.12.2030.
In view of the above, it is recommended that consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 may be granted to the industry for five years with suitable conditions, please. (Category - Red, Small) (Competency - SEE)
