Sir RO has reported that directions u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 and 33-A of Water (Prevention & Control of Pollution) Act, 1974 were issued to the industry as well as to Punjab State Power Corporation Ltd. vide Zonal Office letter no. 2957 dated 23.11.2023 for temporary restoration of the electric connection of the industry upto 30.04.2024. Consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/TRT/2023/23718033 dated 04/10/2023 up to 03/04/2024 And Under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/TRT/2023/23718004 dated 04/10/2023 up to 03/04/2024 for production of Feed @25Metric Tonnes/Day subject to the suitable conditions. Now the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 details of the case are as under:-
1. The industry has submitted CA certificate dated 30.06.2023, with value of gross fixed assets as Rs. 302.72 Lacs. The industry has already deposited Rs. 1,04,900 vide R. No. 34/554 dated 25/09/2023 as consent fee under Water Act, 1974 and Rs. 93600/- vide R. No. 29/554 dated 21.09.2023 as consent fee under Air Act, 1981, which is adequate upto 31.12.2025 under both Acts including 300% penalty, NOC regularization fee and application form fee.
2. The industry has already submitted building plan prepared by competent person approved under Factory Act, 1948.
3. The industry has already submitted copy of area classification report issued from the District Town Planner, Amritsar vide letter no. 1104 dated 21.06.2021 and as per report the site of the industry falls under industrial land use zone and is permitted as per Master Plan 2010-31 of District Tarn Taran
4. The industry has already submitted copy of form-iii i.e., certificate of in principal approval under Punjab Right to Business Act, 2020. The industry has submitted land documents showing proprietorship of land on the name of Amolak Singh S/o Kalyan Singh. To process the the industry was already visited by AEE of along with JSO, Zonal Lab, Jalandhar on 15/03/2024 and it was observed as under:-
1. The industry was in operation and was engaged in manufacturing of poultry feed by using grains and other raw materials.
2. The industry has installed one no. poultry feed manufacturing section and same was in operation during visit.
3. The industry has installed one no. boiler of capacity 1.5 TPH. Wood was in use as fuel. The boiler was attached with dust collector as APCD and with the adequate stack and sampling arrangement.
4. During visit air emission samples were collected from the stack of the boiler and were sent to Zonal Lab, Jalandhar for analysis. As per analysis report issued from lab vide letter endst No. 966-68 dated 22/03/2024, the concentration of particulate matters of Boiler is 319 mg/Nm3 which is within limits as prescribed by the Board.
5. The industry was not discharging any trade effluent from its process only domestic effluent is being discharged onto land for plantation after septic tank. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
RO has recommended that:
1. Directions u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 and 33-A of Water (Prevention & Control of Pollution) Act, 1974 may be issued to the Punjab State Power Corporation Ltd. authorities for not to disconnect the electric connection of the industry temporarily for six month period.
2. Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 of the industry may be granted to the industry for further six-month period for monitoring purpose.
Keeping in view of above, may if approved:
1. Directions u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 and 33-A of Water (Prevention & Control of Pollution) Act, 1974 be issued to the Punjab State Power Corporation Ltd. authorities for not to disconnect the electric connection of the industry temporarily for six month period.
2. Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 of the industry be granted to the industry for further six-month period for monitoring purpose.
