It is submitted that the report of the Regional Office has been examined and the industry was given personal hearing before the Chairman of the Board on 21.02.2023 but the industry is yet to comply as under:
1. The industry has not complete the pavement/concreted of the movement area along railway siding.
2. The industry has not provided covered shed for loading/unloading of coal.
3. The industry has not provided impervious flooring in the area used to store raw material to prevent leaching.
4. The industry has not provided any sprinklers on the other side of railway siding to keep the material moist.
Further, it is submitted that a complaint was there in the vicinity regarding air pollution of the plant. Accordingly, the industry was asked vide Boards letter dated 02.02.2024 to provide the following additional arrangements but the industry has yet not made the compliance of the following:
• OCEMS with the stacks of packer section and truck tippler section.
• To display flow rate of emissions online.
• To complete the corrective measures to be adopted for mitigation of particulate matter emissions as pointed out in IIT report.
Also, the Regional Office has not given the details regarding the last monitoring of the APCDs as well as STP carried out by the Board and the performance of the same.
As such, EERO Rupnagar may be asked to reply the above said observations, please.
