Sir RO has reported that the project proponent has granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 issued vide no. CTOW/Renewal/ASR/2019/9696516 dated 05/07/2019 and consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide No. CTOA/Renewal/ASR/2019/9696295 dated 02.05.2019, valid up to 31/03/2024 with suitable conditions mentioned therein. Now, the project proponent has applied for obtaining renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS. Detail of the case are as under:-
1. The project proponent has submitted CA certificate dated 13.03.2024, with value of gross fixed assets as Rs. 36.15 Crore. The project proponent has deposited Rs. 318500/- (including Rs. 500/- as application form fee) vide Receipt No. 523265430 dated 30.03.2024 as consent fee under Water Act, 1974 and Rs. 318500/- (including Rs. 500/- as application form fee) vide Receipt No. 866361160 dated 30.03.2024 as consent fee under Air Act, 1981., which it is adequate upto 31.03.2031 under both acts after deduction of 10 % penalty.
2. The project proponent has also submitted compliance of the conditions of the consent to operate granted under Water (Prevention & Control of Pollution) Act, 1974.
3. The project proponent has submitted a copy of analysis report issued by private lab namely M/s Environ Tech Laboratories, Sector-73, Phase-VII, Mohali, Punjab.
4. The project proponent has submitted a water analysis report issued by Board’s lab vide letter endst. No. 1533-35 dated 13/05/2024, which reveals that analyzed parameters i.e. pH=7.0, COD=84 mg/l, BOD=18 mg/l, TSS=24 mg/l and O&G= 5.2 are within limits as prescribed by the Board The residential project was already visited by officer of this office on 25.04.2024 and it was observed as under:-
1. The project proponent has installed a STP comprising of Bar Screen Chamber, Equalization Tank, Fab Reactors, Tube Settler, Sludge Drying Beds, Pressure Sand Filter, Activated Carbon Filter and STP was in operation at the time of visit. During visit sample were collected and were sent to Board Lab for analysis.
2. Treated domestic effluent was being discharged after treatment onto land for gardening / horticulture / landscaped area in the measuring size of 01 Acres. The project proponent has also planted fresh sapling in plantation area.
3. The project proponent has maintained the record for the discharge of treated effluent and the discharge found 65 m 3 /day on an average.
4. The project proponent has installed one no. D.G. set of capacity 500 KVA, which are fitted with canopy and adequate stack. The residential colony is complying with the conditions of consent to operate granted under Water (Prevention & Control of Pollution) Act, 1974. The industry is Building Construction and Area Development Project falls in total project cost between Rs 25 Crores to Rs 50 Crores and competency to decide the case lies with Member Secretary of the Board.
RO has recommended that the renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the project proponent up to 31/03/2029 as per policy of the Board with suitable terms and conditions
Keeping in view of above, it is recommended that the renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the project proponent up to 31/03/2029 with usual conditions.
