File Note: Earlier the industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOW/Fresh/LDH1/2022/19942876 dated 20.10.2022 valid upto 30.09.2027. and CTOA/Fresh/LDH1/2022/19932381 dated 20.10.2022 valid upto 30.09.2027 for manufacturing of Steel Ingot Alloys and Non-alloys @ 85 MT/day. Thereafter the industry has filed an application in the State Level Environment Impact Assessment Authority (SEIAA), Punjab for obtaining Environmental Clearance for expansion in its unit for manufacturing alloys & non-alloys steel billets/ingots, steel round/hexas/square (RCS), flats/bars/patra, plates, wire rod etc. @ 1,38,600 TPA (after expansion) by upgrading the capacity of existing induction furnace from 7 Ton/heat to 8 Ton/heat and by installing another induction furnace of 25 Ton/heat and concast machine and Rolling mill in its existing premises and the industry has been granted Environmental Clearance vide no. SEIAA/PB/IND/2023/EC/14 dated 24.11.2023. It is pertinent to mention here that as per Environmental Clearance the industry has been granted EC to enhance the capacity of unit for manufacturing alloys & non-alloys steel billets/ingots, steel round/hexas/square (RCS), flats/bars/patra, plates, wire rod etc. @ 1,38,600 TPA (after expansion) by upgrading the capacity of existing induction furnace from 7 Ton/heat to 8 Ton/heat and by installing another induction furnace of 25 Ton/heat and concast machine and Rolling mill in its existing premises. After complete proposed expansion the industry will be having following machinery:- 1. Replacing of Induction furnaces of capacity 7 TPH to 8 TPH. 2. 1 no. Induction furnace of capacity 25 TPH. 3. 1 no. Rolling mill. 4. 1 no. Concast. The industry has been granted EC for expansion in existing steel manufacturing unit from existing capacity of 29,750 TPA Steel Ingot to 1,08,850 TPA of Alloys & Non alloys steel Billets/Ingots, Steel round / Hexes / Square (RCS), Flats / Bars / Patra, plates, wire rod and other products (After Expansion) vide MoE&F no. SEIAA/PB/IND/2023/EC/14 dated 24.11.2023. Thereafter, consent to establish (NOC for expansion) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 was also granted to the industry for upgradation of existing 7 TPH furnace to 8 TPH furnace vide no. CTE/Exp/LDH1/2024/24390068 Date of issue: 01/02/2024 Date of expiry: 31/01/2025. Now the industry has applied for obtaining consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 partially for up-graded furnace of capacity 8 TPH. The industry has uploaded, project report, compliance report of earlier granted consent, EC compliance, CLU certificate vide bearing no. 399 dated 11.02.2021, Memorandum and Article of Association 1. The industry was not in operation during last visit. 2. The industry has completed activity regarding the proposed expansion/up-gradation of existing 7 TPH furnace to 8 TPH. 3. Air emission samples were lastly collected during the earlier visit to the industry on 15.06.2023, and as per the analysis report received from Board's lab Ludhiana, the concentration of SPM is within the limits. 4. The industry was supposed to upgrade its septic tanks to meet with the increased domestic effluent after expansion, but no detail regarding upgradation of Septic tanks have been provided. 5. The industry has not submitted the modifications/upgradations made in the APCD of old 7 TPH furnace to make it capable to capture emissions of upgraded induction furnace of 8 TPH capacity. 6. The industry has installed two DG sets of capacity 75 KVA & 250 KVA with canopy and adequate stack height. 7. Further, the industry is not completely complying with all the EC conditions granted to it by MOEF&CC. In most of the non-complying EC conditions, the industry has typed “noted and agreed”:- The project proponent has not installed 24x7 continuous emission monitoring system at the inlet as well as at the outlet (stack) of each APCD to monitor the SPM concentration with respect to standards prescribed in Environment (Protection) Rules 1986. In view of above, it is recommended that application may be considered for grant of short term varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Alloys & Non Alloys Steel Ingot @ 130 MTD with suitable terms and conditions and with special condition that the industry shall comply with all the EC conditions within this time before applying for further extension in CTO.
