Sir, the project (PP) was obtained consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 valid upto 31.03.2024 for storage facility for wheat @ 50,000 MTD. Thereafter, PP applied for renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 along with required documents & fee which were refused respectively with the following reasons :- (a) It has not provided sampling arrangements with its stack of APCD.
(b) It has provided septic tank to treat the domestic effluent which is further connected with soakage pit. Hence, the treated domestic effluent is discharged into soakage pit. Now, the PP has applied for consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (prevention & Control of Pollution) Act, alongwith documents & fee. The site of project was visited by RO on 08.05.2024 and observed as under: -
1. The project was in operation and loading of silos were being carried out during visit.
2. The flow chart of the process involves Receiving of food Grains Unloading & Debagging Curing/Drying of food grains Weight & testing Cleaning of food grains store and preserve Dispatch/Deliver as and when required by FCI.
3. It has installed of 6 silos of total capacity 50,000 MT as under :- 2 Nos. (17 mts height) of capacity 7110 MT each 2 Nos. (19 mts height) of capacity 8580 MT each 2 Nos. (20 mts height) of capacity 9310 MT each
4. It has also installed pre-storage silo of capacity 500 MT capacity.
5. It has installed 1 No. Bulk loader of capacity 60 MT and 2 Nos. Bagging fillow of capacity 30 MT each. 6. It has installed 6 Truck in-taker with 6 suction hoods which equipped with Bag filters as APCD to control the dust emissions during unloading of grains.
7. Now, it has provided the sampling arrangements with its stack of APCD. The stack emission sample from the stack of APCD was collected on 09.05.2024 and as per analysis report the concentration of Particulate matter was found 52 mg/Nm3, which is within the prescribed limits fixed by the Board.
8. It has installed 2 D.G. Sets of capacity 40 KVA and 380 KVA with canopy and now with adequate stack heights.
9. There is no source of trade effluent.
10. Now, domestic effluent is discharged onto land for plantation through septic tank. Soakage pit has been dismantled and plugged permanently.
11. It has developed approx. 5000 sq.ft. plantation area to discharge the treated domestic effluent.
12. The PP is now complying with the provisions under Water (prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
RO recommended consent to operate under the Air (prevention & Control of Pollution) Act, 1981 may be Granted to the project proponent upto 31.12.2027. with usual conditions. Cost of Plant and Machinery: Rs. 24.07 Crore. Green Category. Competency: - As per MSME Notification Dated 01.06.2020.
In view of above, it is recommended that consent to operate under the Air (prevention & Control of Pollution) Act, 1981 may be Granted to the project proponent upto 31.12.2027. with usual conditions. Cost of Plant and Machinery: Rs. 24.07 Crore. Green Category. Competency: - As per MSME Notification Dated 01.06.2020.
