It is submitted that earlier the industry had obtained auto renewal of consent to operate under the provisions of the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/NWS1/2024/24795952 dated 29.01.2024 which is valid upto 29.01.2029 for manufacturing of Brick & Tiles @ 30000 Numbers/Day by using raw material as Soil, Clay & Sand @ 450 CFT/day subject to certain terms and conditions mentioned therein.
The industry had deposited Rs. 18500/- vide UTR No. N279232673544117 dated 06.10.2023, Rs. 18500/- vide UTR No. N279232673543895 dated 06.10.2023 and Rs. 18500/- vide UTR No. N118243006158197 dated 27.04.2024 under Water (Prevention & Control of Pollution) Act, 1974. The fee deposited by the industry is adequate upto adequate upto 31.08.2025 under Water (Prevention & Control of Pollution) Act, 1974.
The site of the industry was visited by the undersigned on 21.05.2024. During the visit, it was observed as under:
1. The unit was found in operation during the visit.
2. The unit has provided septic tank for domestic effluent, however, has not provided outlet for discharge of treated wastewater onto land for plantation after septic tank.
3. The unit has also not provided adequate plantation inside the premises, however, the unit is discharging its sullage water into adjoining agricultural fields with consent of the concerned farmer.
4. The unit has also not provided watermeter on the borewell.
In view of the above, may if approved, it is recommended that consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 may be granted for short term subject to suitable conditions and the following additional conditions that:
1. The Brick kiln shall never use, store any illegal fuel in its brick kiln.
2. The brick kiln shall provide watermetere on the borewell within 01 month.
3. The brick kiln shall provide adequate plantation inside the premises for discharge of treated wastewater after septic tank as well as sullage water, within 01 month.
4. The brick kiln shall replace atleast 20 % coal with paddy straw pellets in its brick kiln from 01.05.2023, in compliance to the notification issued by Government of Punjab, Department of Science, Technology & Environment vide no. 10/574/2022-STE1/443 dated 04.11.2022.
5. The brick kiln shall ensure that no nuisance / black smoke is emitted by the stack of brick kiln at any time.
6. The brick kiln shall comply with the code of practice laid down for such units by the Department of Science technology & Environment, Govt. of Punjab.
7. If the brick kiln violates any of the above 3 conditions, legal action under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 will be initiated against the brick kiln without affording any opportunity.
