It is submitted that the industry was granted consents to operate under the Water Act, 1974 & Air Act, 1981 vide nos. CTOW/Fresh/MNS/2020/13084968 & CTOA/Fresh/MNS/2020/13084772 dt 16.07.2020, respectively for operation of rice sheller unit of capacity raw rice/sorted rice @ 5 TPH with dryer, subject to the conditions mentioned therein, valid upto 30.09.2025 each.
The industry was granted consent to establish for expansion under the Water Act, 1974 & Air Act, 1981 vide no. CTE/Exp/MNS/2023/23100548 dt. 21.08.2023 of rice sheller unit of capacity Raw rice/sorted rice with dryer @ 10 TPH, subject to the conditions mentioned therein, valid upto 20.08.2024.
Now, the industry has applied for obtaining varied consent to operate under the Water Act, 1974 & the Air Act, 1981 through OCMMS for operation of rice sheller unit of capacity 10 TPH of Raw rice /Sorted Rice with Dryer under the Orange category as per the prevailing policy in the name of Abhishek Kumar Jindal, Proprietor.
The industry has also submitted the CA certificate dated 29.04.2024, the value of total fixed assets of the unit is Rs. 109.28 lakhs. .
Earlier, as per record file, the industry has deposited NOC fee of Rs. 18,000/- vide R. no. 241347683 dated 04.08.2023. However, the industry is required to deposit Rs. 2900/- as NOC fee for the proposed expansion, which is adequate for 01 year. As such, Rs. 2900/- is adjusted from the fee deposited by the industry and the remaining fee amounting to Rs. 15,100/- will be considered at the time of varied consents.
Now, the industry has deposited Rs. 1800/- vide online R.No.
105265562 dated 15.05.2024 under the Water Act, 1974 and Rs. 1800/- vide online R. No. 578825477 dated 15.05.2024 under the Air Act, 1981, Now, the adequacy of consent fee under both the Acts is upto 30.09.2024.
The industry has submitted undertaking regarding completion report of the cyclone separator as APCD with shelling section and paddy cleaner of dryer section along with adequate stack height and sample collection facilities, prinicipal approval from Deputy Commissioner, Mansa vide dated 21.09.2023 valid upto 20.03.2027 and compliance report of previous consent conditions granted to it.
The industry was visited by the AEE alongwith scientific staff on 14.03.2024 and it was observed as under:
1. The industry was in operation.
2. The industry has installed cyclone separators as APCDs with shelling section after expansion and paddy cleaning section of the drier alongwith adequate stack height and sampling facilities.
3. The Stack monitoring of the paddy cleaning of the dryer was carried out and as per result of particulate matter was 285 mg/NM3 which is within prescribed limits of the Board of 750 mg/NM3.
4. The industry has provided brick wall of 15' height with adequate length on the front side and further wind screen of 5' height has provided on the sides of said wall.
5. The industry has provided adequate plantation along its boundary wall and there is no increase in land area of the rice mill.
6. The industry has provided septic tank for treatment of domestic effluent.
7. The industry has stabilized the movement area with brick for the movement of vehicles.
From above, it is clear that the unit is complying with the code of practice and provisions of the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981.
In view of above, it is recommended that varied consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 for operation of rice sheller unit of capacity 10 TPH of Raw rice/Sorted Rice with Dryer may be granted to the unit upto 30.09.2024 with suitable conditions along with special conditions that:
1. The industry will discharge only treated domestic effluent onto land for plantation / green belt.
2. The industry shall not increase its existing land area without prior permission of the Board.
3. The industry shall not increase its production capacity without the prior written permission/NOC of the Board.
4. The industry shall comply with the code of practice notified by the Govt. of Punjab, Department of Science, Technology & Environment vide order dated 15.10.2013 as follows:
i) All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories.
ii) The industry should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice sheller/ Saila plant.
iii) All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 meters above roof of the building.
iv) The management and handling of rice husk in the rice shelling units/ Saila plants should be done as under:
(a) All the rice shelling units/ Saila plants shall provide paved/brick roads/cement concrete roads / metalled roads inside their premises for movement of vehicles, so as to prevent the generation of dust.
(b) (i) The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe.
(ii) The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5' height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading/unloading areas of rice husk.
(iii) The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15'', which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3'length.
(iv) Wherever, height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk.
(c) During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds.
