The industry is a small scale red category dyeing unit and was granted consent to operate under the Water Act, 1974 dated 27.122.2022 for dyeing for all type of fabrics (polyester/pc/cotton) @ 6 T/day with generation & disposal of trade effluent @ 259 KLD and domestic effluent @ 1.0 KLD into CETP 50 MLD, which was expired on 26.03.2023………………..
Now, the industry has applied for varied consent to operate under Water Act, 1974 for dyeing of polyester fabrics @ 12 T/day with generation & disposal of trade effluent @ 346.0 KLD and domestic effluent @ 1.0 KLD into CETP 50 MLD…………………………..
The industry has deposited consent fee, which is adequate upto 30.09.2031…………………………
The industry has submitted the copy of area classification certificate vide their letter no. 1150/DTP(L)/M2A dated 25.03.2011, which is stating that the unit falls in the industrial Zone as per approved Master Plan, Ludhiana. The industry has submitted certificate issued by PDA stating that the industry is a member of PDA and it was allotted 347 shares. The industry has submitted copy of approved building plan from the competent person under Factory Act………………………….
The industry was visited by AEE of RO on 10.04.2024 and observed that:-
1. The industry was in operation during the visit and the same was engaged in the process of dyeing of polyester fabrics.
2. The industry has installed 08 soft flow machines of capacity 300 kg each having total 16 chambers in its premises.
3. As per study carried out by Guru Nanak Dev Engineering College (GNE) , total effluent generation from its 16 chambers is 320 KLD considering generation of effluent @ 20 KLD per chamber, hence the discharge of the industry is within the share allotted to it.
4. The industry is connected with the conveyance system of CETP 50MLD, Tajpur Road, Ludhiana for discharge its effluent. The industry has provided the flow meter at its final outlet leading to CETP.
5. The industry has installed 01 submersible and has installed emf with the same.
6. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974.
7. The industry has submitted share certificate from the Company Secretary dated 20.05.2024 for 347 KLD shares, which has been DEMAT now.
8.Directions issued to the industry u/s 33-A of the Water Act, 1974 to close down its operation temporarily w.r.t leakage in PDA line have been dropped by the Board vide letter no. 3137-38 dated 08.05.2024.
As proposed by Regional Office, if approved:
1. Varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry for dyeing of polyester fabrics @ 12 T/day with generation & disposal of trade effluent @ 346.0 KLD and domestic effluent @ 1.0 KLD into CETP 50 MLD upto 30.06.2029 with special condition that:-
a) The industry shall the make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of CETP.
b) The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing.
c) The industry shall maintain the record of flow meter installed at outlet leading to CETP.
d) The industry shall not generate/discharge trade & domestic effluent more than consent granted.
e) The industry shall not install any new dyeing/ water polluting machinery without permission of the Board.
f) The industry shall discharge the whole consented effluent into dedicate sewer line leading to CETP for final treatment in accordance to the shares allotted to the unit.
g) The industry will also dismantle any other connection available for discharge of effluent either into public sewer or PDA conveyance system.
h) The industry should either take measures to control its inlet parameters by good practices and selection of good chemicals for processing or shall operate and maintain its existing effluent treatment plant (ETP), regularly and efficiently, so as to achieve the inlet effluent standards of CETP as per DPR.
i) The industry will install EMF at inlet water supply also within 01 month
j) The industry shall make adequate arrangements to minimize the consumption of fresh water.
