The industry had applied for obtaining ‘Consent to Establish / NOC’ under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 for dyeing of white polyester @ 9MTD with discharge of trade effluent @180 KLD discharge onto land for plantation after ETP along. The case was refused on 18.04.2024 as the industry failed to submit any concrete perposal regarding disposal of treated trade effluent.
Now, the industry has again applied for obtaining ‘Consent to Establish / NOC’ under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 for dyeing of white polyester @ 9MTD with discharge of trade effluent @180 KLD discharge onto land for plantation after ETP. The details of the case is as under:
1) The industry has deposited Rs. 5400/- vide UTR no. 310900138 dated 10.02.2024 NOC fee, which is adequate for project of cost of Rs. 74.50 lacs (Red Category).
2) The industry has submitted electricity bills as proof regarding date of commissioning and as per this proof, the date of commissioning is 18.09.2023.
3) As per the land use certificate issued by the DTP, Ludhiana vide letter no. 304 dated 05.02.2024, the site of the industry falls in industrial zone as per provisions of the Master Plan of Ludhiana (2007-31).
4) The industry has submitted details of machinery to be installed at the site from the supplier of the machinery i.e. Coral Industries & the details are as under:

5) The industry has submitted undertaking stating that it will use steam from the boiler installed in its sister unit namely M/s B.L. Processors, Tajpur Road, Ludhiana and it will bear all the cost for lying pipeline for steam from M/s B.L. Processors to our unit.
6) The industry has submitted feasibility report for treatment of effluent generated from the process. The industry has proposed to install ETP of capacity 200 KLD based on physio chemical treatment consisting of screening, oil & grease trap, collection tank, flocculator, primary tube settler, Bio-reactor tank-1, bio-reactor tank-2, secondary tube settler, sump, sand filter, carbon filter, which is principally adequate.
7) The industry has proposed to discharge its treated effluent onto land for plantation after ETP in its feasibility report and the industry has also submitted proposal of plantation area to be developed in an area of 03 acres for its proposed discharge of 180 KLD treated effluent. The industry has also submitted registered rent agreement dated 06.02.2024 for 02 acres plantation area with Sh. Beant Singh. As per this rent deed, the agreement is for 05 years and the industry has also submitted jamabandi for its land. About 4100 Square Yard (0.85 acres) land is owned by the industry its self. Thus, land area proposed by the industry is adequate for disposal of 180 KLD treated trade effluent.
8) The industry has submitted proprietorship certificate stating that Sh. Amandeep Yadav is proprietor of the firm.
9) The industry has submitted building plan approved from Competent Person approved under Punjab Factories Act.
The site of the industry was visited by undersigned on 21.05.2024 and it was observed as under:-
1. The industry was not in operation during visit. The industry has yet to commence its operations.
2. The industry has already installed 05 soft flow machines (350 Kg X 2 & 450 Kg X2) in its premises.
3. The industry has installed ETP of capacity 200 KLD based on physio chemical treatment consisting of screening, oil & grease trap, collection tank, flocculator, primary tube settler, Bio-reactor tank-1, bio-reactor tank-2, secondary tube settler, sump, sand filter, carbon filter, which is principally adequate.
4. The treated effluent will be discharged onto land for plantation and the industry has purposed to develop around 3 acre land for plantation for disposal of its treated effluent.
5. The domestic effluent will be discharged onto land for plantation after septic tank.
6. The industry will fulfil the requirement of steam from the boiler installed at its sister concern unit namely M/s B.L. Processors and also laid the pipeline from M/s B.L. Processors to its unit.
7. The industry has installed one DG set of 125 KVA, which is with canopy and adequate stack height.
Keeping the above in view, it is recommended ‘Consent to Establish / NOC’ under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 for dyeing of white polyester @ 9MTD with discharge of trade effluent @180 KLD discharge onto land for plantation in an area of 2.85 acres after treatment through ETP may be granted to the industry for one year with suitable conditions along with special condition that:-
1. The consent is grant subject to condition that the industry shall only discharge its treated effluent onto land for plantation and shall renew its rent agreement of plantation area. In case, the industry found discharge its effluent any other point / place the Consents will be revoked and Directions will be issued for closure of the unit.
2. The industry shall not commence its operation without obtaining ‘Consents to Operate’ under the Water Act, 1974 and the Air Act, 1981.
3. The industry will obtain permission for the use/ abstraction of ground water as per the requirements of Punjab Water Regulation and Development Authority (PWRDA) and permission / NOC from other departments. In absence of obtaining of permissions, the operation of the industry is entirely at its risk & cost and the Board will not be responsible any lost on account of non-obtaining of such permissions.
