The industry is a small scale red category and was operating under the name & style of “M/s Yogi Dyeing, Plot no. 86, 87, 88 Mahavir Industrial Colony, Tajpur Road, Ludhiana” and was granted ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 dated 25.06.2019 valid upto 30.06.2023 & under the Air (Prevention & Control of Pollution) Act, 1981 dated 05.02.2020 valid upto 30.06.2024 for dyeing of clothes @ 4000 Kgs/day along with discharge of trade effluent @ 500 KLD into sewer after treatment through ETP and domestic effluent @ 10 KLD into sewer………………………………….
Now, the industry had applied for Varied ‘Consents to Operate’ under the Water (Prevention & Control of Pollution) Act 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS under the name & style of “M/s Lakshmi Processors Previously Known as Yogi Dyeing, Plot no. 86, 87, 88 Mahavir Industrial Colony, Tajpur Road, Ludhiana” for washing or dyeing of grey cloth/pc/ polyester/ knitted fabric etc. @ 21 MTD along with discharge of trade effluent @ 913 KLD & domestic effluent @ 03 KLD into conveyance system of CETP 50 MLD………………………………….
The industry has deposited consent fee, which is adequate upto 30.06.2025 …………………………...
The industry was visited by the AEE of RO on 09.05.2024 and it was observed as under:
1. The industry was in operation for dyeing of polyester cloths.
2. The industry has installed 19 soft flow machines of capacities (12 x 300 Kg, 2 x 450 Kg, 03 x 600 Kg & 02x 100 Kg) having total 44 chambers/mouths in its premises. As per GNE calculation, total effluent generation from the industry is 880 KLD. At present 04 soft flow machines (01 of 600 kg, 01 of 450 kg and 02 of 300 kg) are sealed.
3. The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its effluent. The industry has provided the flow meter at its final outlet leading to CETP and is connected to SCADA system. The industry has provided flow meter at borewell provided for ground water extraction.
4. The industry has submitted certificate dated 04.05.2024 from the Company Secretaries stating that 916 shares under the name of “M/s Lakshmi Processor” have been done DEMAT.
5. The industry has installed one boiler of capacity @ 4.0 TPH based on pet coke and has provided mechanized fuel feeding system. The industry has provided multi cyclone separator followed by wet scrubber as APCD with boiler section and has provided adequate stack height with sampling platform. The industry has provided pH meter and SO2 meter with boiler section.
6. The industry has submitted air emission analysis report from Board’s approved lab i.e. M/s SIMA Lab and as per this report, the air emission samples were collected by the lab on 03.08.2023 and the concentration of SPM was found 216 mg/NM3 and SO2 was found 58.8 mg/NM3.
7. The industry has installed one DG set of 500 KVA equipped with canopy and adequate stack height.
8. The industry has submitted building plan dated 24.042024 signed by the Competent Person approved by Director of Factories, Punjab.
9. The industry has submitted partnership deed dated 30.03.2023 and as per this partnership deed, Sh. Vivek Singla, Tushar Singla and Rajan Garg are partners in the firm.
Regional Office reported that the industry has installed 19 soft flow machines of capacities (12 x 300 Kg, 2 x 450 Kg, 03 x 600 Kg & 02x 100 Kg) having total 44 chambers/mouths in its premises. As per GNE calculation, total effluent generation from the industry is 880 KLD. At present 04 soft flow machines (01 of 600 kg, 01 of 450 kg and 02 of 300 kg) are sealed. Shares of the industry are 916 KLD. Thus, de-sealing of remaining machinery is required.
As proposed by Regional Office, if approved:
1. Varied ‘Consent to operate’ under the Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year under the name & style of “M/s Lakshmi Processors Previously Known as Yogi Dyeing, Plot no. 86, 87, 88 Mahavir Industrial Colony, Tajpur Road, Ludhiana” with suitable conditions & special condition :
a. The industry will get its Air emission samples analyzed from Board’s lab within 03 months.
b. The industry is prohibited from using any unauthorized fuel such as used Tyres, Solid Waste, Oil sludge, Acid sludge or any other banned fuel material etc.
c. The Consent to Operate is only for the authorized fuel and subsequently for its Air Pollution Control Device is designed for as per the standards set by the MoEF&CC/CPCB/PPCB.
