File Note: The project proponent had applied for obtaining NOC of the Board for dismantling of electronic waste. However, the application was returned due to non-availability of said category in the E-waste Management Rules, 2016. Now, the project proponent has applied for consent to establish under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for Recycling of Electronic Waste (Electronic & Medical Equipment) @ 3 MTD using Rejected/Scrap Electronic Materials @ 3 MTD as raw material along with requisite document. The project proponent has submitted brief project report with the value of proposed project report is Rs. 40 lakh. The project proponent has deposited Rs. 4100/- vide R no. 950743291 dated 24.02.2024 as NOC fee, which is adequate for one year. The project proponent has submitted change in constitution of Industrial Plot no. 272, Phase-IX, Industrial Focal Point, Mohali in name of 1) Smt. Neeraj Bhandari, 2) Sh. Vinod Bhandari issued by PSIEC. The project proponent has also submitted transfer of industrial plot for manufacturing of Hydraulde Powerpad, Hardrolic Electrical issued by PSIEC vide no. 16607 dated 09.03.2010. The project proponent has submitted rent agreement between Sh. Vinod Kumar and TNI-INC Solutions Pvt. Ltd., which is valid for 11 months. The project proponent has submitted Memorandum of Association of TNC-INC Solutions Private Limited. The project proponent has submitted building plan stamped by Competent person department of Director of Factory, Punjab. The project proponent has submitted feasibility report, as per which the industrial unit shall not use water for any production related activity. Therefore there will be no trade effluent generation. To meet drinking, cooking, washing, and sanitation requirements of the workers, about 0.5 m3/day of fresh water will be needed. This will result in generation of 0.4 m3 /day of domestic effluent. Domestic effluent will be discharged into sewer line. The whole process is carried in manually and only shredding machine will be used for the shredding purposes and dust collector & filter bag house will be used as air pollution control system. There is no installation of D.G set. The site was visited by the officer of the Board on 15.05.2024 and during visit it was observed as under: 1. The industry has proposed to install recycling of Electronic Waste unit in the said plot. 2. The industry has not installed any machinery in the existing shed. 3. The industry is located in Industrial Focal Point, which is prescribed for this type of industry. The site is suitable for establishment of this type of industry. In view of above, it is recommended that the consent to establish under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year with special conditions as under: 1. The industry shall not start any other new process without the prior written permission of the Board. 2. The industry shall not generate any trade effluent. 3. The industry shall obtain permission from other concern departments, if need be. 4. The industry shall ensure that no damage is caused to the environment during storage, transportation and handling of E-waste. 5. The industry shall maintain record of e-waste collected, dismantled, recycled and sent to authorized recycler in Form-2 and make such record available for scrutiny by the Central Pollution Control Board and/ or Punjab Pollution Control Board. 6. The industry shall ensure the compliance of the E-Waste (Management) Rules, 2016 as well as guidelines prescribed by Central Pollution Control Board for implementation of the said Rules. 7. The industry shall comply with the guidelines issued by the CPCB for environmentally sound dismantling and recycling of E-waste. 8. The industry shall provide dedicated vehicle for the collection/ transport of e-waste from different locations as per the design which is to be provided by the Board. 9. The industry shall provide list of units from where e-waste is being/ to be lifted indicating the category of the waste, location and status of authorization to the Board within 15-days. 10. The industry shall submit the compliance of Standard Operating Procedure prescribed for e-waste and metal recovery facilities by the CPCB within 15-days. *Competency – Senior Environmental Engineer (Deemed Approved): - 28.05.2024
