File Note: It in intimated that the HCF is Nursing home was granted authorization under the Bio-Medical Waste Management Rules, 2016 vide no. BMW/Fresh/FGS/2023/24277537 dated 29/11/2023 valid upto 31/03/2024 for Generation, Collection, Storage, Disposal. Now, the HCF has applied for fresh consent to operate under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS. The HCF has deposited of Rs. 5000/- vide UTR no. AXSK240940002727 dated 03/04/2024 as water consent fee and Rs. 5000/- vide UTR no. AXSK240940002706 dated 03/04/2024 as air consent fee against the un-depreciated fixed assets of Rs. 21.0 Lacs as on 31/03/2024 as per undertaking, which is adequate upto 30/09/2028 for 09 bedded hospital (in accordance to the notification vide no. 688 dated 02/03/2017 vide which the consent fee to be deposited by the HCF is as per its bed capacity). The HCF has already entered into an agreement with by M/s Rainbow Environments Pvt. Ltd., Mohali on 26/04/2024 for collection, transportation, treatment and disposal of bio-medical waste generated by it. The agreement is valid upto 25/04/2027. Accordingly, the hospital was visited by the AEE of this office on 23/05/2024 During visit, it was observed as under: 1. The HCF is a 09 bedded hospital. 2. The HCF has installed ETP cum STP and was in operation during visit. 3. The HCF has already submitted completion certificate of capacity 03 KLD from M/s Environ Tech Technical Service and Consultants. 4. The HCF was found segregating its Bio-medical waste as per the Bio- Medical Waste Management Rules, 2016 and maintaining record of the same. 5. The Hospital has provided needle shredder for shredding of needles. No Bio-medical waste is being disposed off unscientifically from this section. 6. Liquid waste is being treated with 1% sodium Hypochlorite. 7. The hospital has submitted analysis report of sampled collected from the outlet of the ETP cum STP on 18/11/2023 by M/s Environ Tech Technical Service and Consultants and the analysis results are tabulated as below: S.N. From above, it is clear that the concentration of parameters are within the permissible limit as prescribed by the Board. Moreover, the Board vide Head Office letter no. 768-97 dated 13/01/2021, decided as under: "The Board shall continue to grant consent to establish/consent to operate to the industries with the advisory to obtain necessary clearance for abstraction of ground water from the Punjab Water Regulation and Development Authority (PWRDA). However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries." PWRDA vide notification dated 27.01.2023 has exempted units from obtaining any permission of the authority, which are extracting not more than 300 cubic meters of ground water per month. In the subject cited case, the industry has mentioned ground water extraction @ 3.8 KLD. Considering 30 working days per month, ground water extraction will be 114 KL/month, which is less than 300 KL/month. As such the unit has not required permission from PWRDA. In view of the facts mentioned above, if approved, the consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30/09/2028 subject to the suitable conditions and special conditions as under: 1. The HCF shall be bound to obtain permission from PWRDA if the ground water extraction will be exceeding 300 KL/Month. 2. The HCF will comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. 3. The HCF shall apply for varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981, if it increases its bed capacity. 4. The HCF shall renew its Agreement with Common Bio Medical Treatment Facility at the earliest before its expiry and submit the same in this office.
