It is submitted that the industry was visited on 23.05.2024 to verify the decisions of the personal hearing and it was observed as under:-
1. The industry was not in operation, however, the paper sludge was still present below the shed. The representative of the industry / manager has informed that they have stopped the further utilization of sludge and manufacturing of card board from last 10 days.
2. The industry has installed flow meter for monitoring of water consumption.
3. The industry has provided plantation along 2 walls of the unit.
In view of above, it is recommended that the show cause notice issued to the industry may be dropped and consent to operate under the Water Act, 1974 and Air Act, 1981 may be granted for a short period of 6 months for manufacturing of mix board mill with production capacity @ Card Board/Mix Board @ 8 TPD by using raw material as Primary ETP sludge of pulp & paper mill @ 5 TPD, Paddy Straw @ 3.25 TPD, Jute Bags/Cow Dung @ 3.25 TPD, subject to the suitable conditions and special conditions : -
1) The industry will ensure compliance of standard operating procedures prescribed by CPCB for utilization of hazardous waste of category 32.3 i.e. primary ETP sludge of pulp and paper mill.
2) The industry shall immediately apply for obtaining authorization under HWM Rules, 2016 and also obtain passbook for procurement of paper sludge.
3) The industry shall not utilize / procure the paper sludge till it obtains authorization under HWM Rules, 2016.
3) The industry shall re-circulate the entire effluent generated from the process and shall not in any case discharge its treated or untreated effluent. |
