• The industry is a small scale red category unit.
• The industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 valid upto 30.06.2024 in the name of M/s Shubham International, Backside Focal Point, Near Transport Nagar, Jalandhar.
• Now, the industry has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act 1974 with and Air (Prevention and Control of Pollution) Act, 1981 through OCMMS of the Board M/s Delite Casting & Scaffolding (Formally known as M/s Shubham International) Adj. Transport Nagar, Backside Focal Point Extension, Jalandhar and detail of the same is as under:-
1. The industry has deposited Rs. 27000/- under Water Act, 1974 vide UTR.N. 36067032261DC dated 24.04.2024 and Rs. 32400/- (i.e Rs. 27000/- under Air Act, 1981, Rs. 5400/- as NOC fee) vide UTR.N. 36067018751DC dated 24.04.2024 against the fixed assets of Rs. 72.08 lacs, which are adequate upto 30.06.2029.
2. The industry has submitted approved building plan from Competent person under Factories Act, Punjab.
3. The industry has submitted classification of area certificate issued from DTP, Jalandhar vide No. 825 dated 15.04.2013 in which mentioned that the site of the industry falls in General Industrial Zone as per Master Plan 2009-2031.
4. The industry has made an agreement with JBR Technology, Ludhiana @ 3000 ltr/month.
5. The industry has submitted proprietorship certificate, registry copy of the land, rent agreement, manufacturing process with the application.
• The industry was visited by officers of this office on 23.05.2024 and observed that :-
1. The industry was in operation and is engaged in manufacturing of Job work of electroplating and shot blast and Casting and forgings.
2. The industry has installed 3 nos. induction furnaces of capacity 0.500 TPH with bag filter house as APCD and adequate stack height out of which one induction furnace is standby. The air emission sample of the industry is yet to be taken to adjudge the adequacy of the APCD.
3. The industry has installed 5 Nos. shot blasting machines with bag house as APCD and adequate stack height.
4. The industry has installed 1 no. reheating furnace with two hammers.
5. The industry has installed two galvanizing furnaces with hood and adequate stack.
6. The industry has installed one DG set of capacity 75 KVA with canopy.
7. The industry has installed electroplating section.
8. The industry has provided plastic tank of capacity 3000 ltr for storage of effluent generated from process. The industry has stored approx. 500 ltr trade effluent at site.
9. The industry has installed water meter on pipe line from fresh water is consumed in process and water meter reading during visit was 0396.92 KL during visit.
10. The industry is maintaining the record of fresh water consumption in process and effluent lifting by CETP operator.
11. As per record maintained the industry has consumed fresh water of 10670 ltr + open balance is 2750 ltr (total 13420 ltr) in process area and has got effluent lifted to CETP operator of 13000 ltr during period from 01.01.2024 to 23.05.2024.
12. The domestic effluent is discharged into sewer.
13. The industry is complying with the provisions of under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981.
The industry is a small scale red category unit and competency to decide such type of case lies with Senior Environmental Engineer, Zonal office, Jalandhar.
Recommendation:- Keeping in view of above, it is recommended that the fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 for change of name may be granted upto 30.06.2029 with usual condition as per policy of the Board with special condition that the industry shall submit air emission sample report from the Boards lab within 02 months.
