It is intimated that, the project proponent has applied for fresh ‘Consent to Establish’ (NOC) for the production of dyeing of acrylic / fancy yarn @ 6000 kgs/day and dyeing of fabric @ 2000 kgs/day With trade effluent @ 390 KLD onto land for plantation after ETP and domestic effluent @ 0.8 KLD onto land for plantation after septic tank. The industry has deposit Rs. 14,400/- vide UTR. No. 000147648554 dated 08.05.2024 as NOC regularization fee, which is valid for one year.
The project proponent has submitted the copy of area classification certificate issued by DTP, Ludhiana vide memo no. 64/DTP(L)/M2A dated 08.01.2024 Ludhiana (2007-2031) mentioning that the site of the industry falls in Industrial Land Use Zone as per Master Plan Ludhiana and dyeing is allowed in this zone.
The project has also submitted the copies of land documents (registry and rent deed) of all lands including plantation area.
The project proponent has proposed to install 9 cabinet dyeing machines of capacity (60 Kg X 5), (120 Kg X 3) and (240 Kg X 1) for yarn dyeing and 03 soft flow machines of capacity (300 Kg X 2) & (500 Kg X 1) for dyeing of fabric inside the premises.
The project proponent has proposed to treat trade effluent @ 390 KLD to be generated from the process through an ETP of capacity 400 KLD and project proponent has also submitted feasibility of ETP consisting of components Equalization tank Chemical Dozing Flash Mixture Primary Tuble Settler Aeriation Secondary Tuble Settler Filters Discharge.
The project proponent has proposed to discharge treated effluent onto land for plantation at area of about 7 acres and has also submitted lease deed of plantation area. Proposed plantation area is adequate to manage the quantum of discharge.
The project proponent has proposed to install one boiler of capacity 6.0 TPH attached with cyclone separator as APCD alongwith adequate stack height. Industry shall use wood/ agro waste as fuel in its boiler. The project proponent has also submitted feasibility report of APCD.
The project proponent has proposed to install 01 D.G set of capacity 250 KVA with canopy inside the premises.
The site was visited by the AEE of this office on 22.05.2024 and it was observed that:-
The proposed site is situated at Village Dheri, Ludhiana.
The proposed site is a vacant plot and no construction activity is started at site yet.
The calculation of trade effluent to be generated from the installed machinery is enclosed herewith and as per the calculation the generation of effluent is in accordance with the applied quantity. Further plantation area proposed by the industry is adequate to manage that much discharge.
Moreover, the site is situated in industrial area as per the notified Master Plan of Ludhiana, hence the site is suitable for the establishment of proposed unit.
In view of above, it is recommended that ‘Consent to Establish’ (NOC) from pollution angel establishment of dyeing of acrylic / fancy yarn @ 6000 kgs/day and dyeing of fabric @ 2000 kgs/day with trade effluent @ 390 KLD onto land for plantation after ETP and domestic effluent @ 0.8 KLD onto land for plantation after septic tank may be granted to the industry for the period of one year with the special condition that the industry shall not commission its process without operating consent to operate of the Board.
