Sir RO has reported that the industry has applied for obtaining consent to establish (NOC) under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974 for process of DYED & PRINTED CLOTH @ 40000 Meter/day using UNDYED & UNPRINTED CLOTH @ 40000 Meter/day, DYES & CHEMICALS @ 25 Kgs/day. Detail of the case are as under: -
1. The industry has submitted brief Project report and has proposed to install 8 nos. U-tube jet dyeing machines, 1 No. Rotary printing, 2 Nos. flat bed machines for the dyeing & printing purposes, 1 no. soaping machine, 01 no. merceriser, 1 No. folding machine, 1 no. decadiser machine and 1 no. Zero Zero machine. The industrial unit has proposed to install 2 no. stenters for the drying, heat setting and finishing of the fabric.
2. The industry has proposed to install one no. boiler of capacity 08 TPH and one no. thermopac of capacity 35,00,000 Kcal/Hour for which the industry has proposed to consume pet coke as fuel. Multi cyclone and wet scrubber has proposed to install as APCD with the boiler and thermopac.
3. The industry has proposed to install ETP @ 12.5 m3/hr and has proposed to install following components of the ETP as under: - Bar Screen –Equalization Tank - Flocculation Tank – Tube settler - Filter-1 – UMRF-1, Biological Treatment Unit – Primary Sludge Sump – Sludge sump and filer press system - Outlet.
4. The industry has submitted site plan and has showed plantation area of approx. 3.12 acre land reserved for plantation.
5. As per project report total cost of project is Rs. 867.00 Lakhs and the cost of Plant & Machinery is Rs. 650.00 Lakhs. Accordingly, it has deposited Rs. 22100/- (including Rs. 500/- as application form fee) via Receipt No. 857638622 dated 19/05/2024 as NOC fee, adequate upto one year.
6. The industry has submitted report issued from DTP; Amritsar vide letter no. 451 dated 12.04.2023 in which it has mentioned that the existing proposed site of the industry fall under industrial land use zone as per Master Plan of Amritsar (2010-31) and said activity is allow.
7. The industry has submitted land document i.e. registry of the land, partnership deed, feasibility reports of proposed ETP and thermopac & boiler. The unit was visited by AEE of this office on 21/05/2024 and observed as under:
1. The proposed site is located at Majitha Road, Amritsar in a lane opposite to M/s Kwality Pharmaceuticals.
2. The site of industry is covered with boundary wall and construction of office building was in process.
3. As per site plan submitted the industry it has reserved approx. 3.12 acres land for plantation within its premises and rest area is to be provided for installation of machinery etc. The proposed process of the industry falls in Red category in small-scale sector and competency to decide the case lies with The Senior Environmental Engineer of the Board.
RO has recommended that the consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for the period of one year with suitable terms & conditions.
EE ZO has observed that the total land for discharge of treated effluent is mentioned as 3.12 acre however the discharge is 300 KLD. The land proposed for establishment of industry is 4.55 Acres however the land documents attached is about 3 acres approx. May if approved, SCN for refusal of CTE be issued for 07-days. |
