It is intimated that the industry is a small scale red category waste oil (5.1 category) refining unit and was granted consent to operate under the Water Act, 1974 vide no. CTOW/Fresh/LDH3/2023/24129718 dated 05.12.2023 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/LDH3/2023/24129777 dated 05.12.2023 for refined oil @ 4600 Liter/day and diesel @ 1000 Liter/day along-with discharge of only domestic effluent @ 0.4 KLD into sewer, which are valid for a period upto 04.12.2024.
Thereafter, the industry was granted ‘Consent to Establish’ (NOC) for its expansion in the existing premises under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Exp/LDH3/2024/24756519 dated 19.03.2024 for refined lubricants oil @ 4600 liter/day, diesel @ 1000 liter/day and used insulated oil (transformer oil) @ 5950 Liter/day discharge of only domestic effluent @ 0.5 KLD into sewer, which is valid upto 18.03.2025.
Now, the industry has applied for varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 refined lubricants oil @ 4600 liter/day, diesel @ 1000 liter/day and used insulated oil (transformer oil) @ 5950 Liter/day with discharge of only domestic effluent @ 0.5 KLD into sewer. The industry had already deposited Rs. 11,000/- vide UTR No. 432950401 dated 25.04.2022 under the Water Act, 1974 & Rs. 11,000/- vide UTR No. 185902737 dated 25.04.2022 under the Air Act, 1981. Rs. 7700/- vide R. No. 516559700 dated 01.10.2023 under Rs. 6600/- Water Act, 1974 and Rs. 1100/- as NOC regularization fee and Rs. 6600/- vide R. No. 121230064 dated 01.10.2023 under Air (Prevention & Control of Pollution) Act, 1981 and now Rs. 36,500/- vide R No. 825190048 dated 01.05.2024 under Rs. 36,000/- Water (Prevention & Control of Pollution) Act, 1974 & Rs. 500/- as application form fee and Rs. 36,000/- vide R No. 854879036 dated 01.05.2024 under Air (Prevention & Control of Pollution) Act, 1981, which are adequate upto 30.04.2034.
The industry has submitted copy of CLU certificate vide no. 2877/DTP(L)/M2A dated 22.12.2022 stating that the site of the industry falls under industrial zone as per notified Master Plan, Ludhiana (2007-31).
The industry has submitted copy of approved building plan from the competent person under Factory Act.
The industry was visited by AEE of this office on 24.05.2024 and observed that:-
1. The industry is engaged in the process of refining of used oil. The industry has installed 05 kettles for refining of used oil. During the visit only existing 02 kattles were in operation and newly added 03 kattles were ready to commission.
2. The industry has also provided oil condenser to control oil emission/ collection of oil.
3. The entire premises of the industry was pucca and the industry has provided shed in the process area.
4. There is no generation of the trade effluent from the industrial process and cooling water is being reused by the industry through cooling tower.
5. The industry has constructed lined underground tank for collection of surface run off water to avoid runoff/ spillage of oil outside the premises. It has provided pucca channel and collection tank for the collection of surface run off and has made arrangement to collect and separate out the oil mixed with surface run off manually.
6. The industry has installed incinerator of capacity 0.050 TPH alongwith scrubber as APCD for the incineration of its own sludge. The incinerator was not yet commissioned.
7. The industry has installed one DG set of capacity 62.5 KVA inside the premises, which is provided with canopy and adequate stack height.
8. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981 and conditions of the previously granted consents.
In view of the above, it is recommended that varied consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.06.2029 with usual conditions.
