File Note: It is submitted that the hospital has applied for obtaining consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for having 48 beds capacity alongwith requisite documents. The hospital has deposited Rs. 26000/- vide UTR No. N107242991240120 dated 16.04.2024 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 26000/- vide UTR No. N107242991256205 dated 16.04.2024 under Air (Prevention & Control of Pollution) Act, 1981. The fee deposited by the hospital is adequate upto 31.03.2029 under both Acts. The hospital has submitted building plan approved by the Competent Authority. The hospital has submitted completion certificate regarding installation of ETP-cum-STP of capacity 20 KLD. The hospital has submitted an agreement executed with M/s Rainbow Environments Pvt. Ltd., Village Balyali, Tehsil Kharar regarding lifting of Bio-Medical waste and same is valid upto 09.03.2025 for 48 beds. The hospital has submitted analysis report of the effluent sample (STP Outlet) carried out by M/s Punjab Biotechnology Incubator on 12.01.2024, the conc. of the parameters were found within the permissible limits of the Board as tabulated below: S. Ayush Angralia (OS) of this office on 22.04.2024. During the visit, it was observed as under: 1. The hospital is a 48 bedded hospital. 2. The HCE has provided color coded bins for the segregation of Bio Medical Waste generated in the premises of hospital. 3. The HCF has installed ETP-cum-STP of capacity 20 KLD for the treatment of waste-water generated from hospital such as lab, OTs etc. and thereafter treated waste water after ETP-cum-STP is being discharged into MC sewer. The hospital is maintaining the record of operation of ETP-cum-STP. 4. The hospital has provided DG set of capacity of 40 KVA each which is provided with canopy and stack of adequate height. 5. The hospital is maintaining record of lifting of bio-medical waste to the CBWTF operator. 6. The hospital is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981 & Bio-Medical Waste Management Rules, 2016. In view of the above, may if approved, it is recommended that consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.09.2028 subject to suitable conditions and following additional conditions that: 1. The hospital shall not increase its bed capacity without obtaining prior written permission of the Board under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. 2. The Hospital shall comply with the provisions of the Bio-Medical Waste Management Rules, 2016. 3. The hospital will renew its agreement with the CBWTF for lifting of its BMW before expiry of the same. 4. The hospital will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year. 5. The hospital shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis. 6. The hospital shall obtain other statutory approvals required from other departments, if any. 7. The hospital shall maintain proper record for generation, treatment of effluent alongwith its disposal. 8. The hospital shall comply with the Board’s office order no. 601 dated 16.12.2021 and its subsequent amendments, if any. Competency: Environmental Engineer (RO) (Deemed approval: 24.05.2024)
