It is intimated the HCF is a clinical lab and was earlier granted Consent to Operate under the Water Act, 1974 and Air Act, 1981 for the name and style as M/s SRL Limited, both are valid for a period upto 31.03.2026.
Now, the owner of the HCF has changed the name of the Health Care Facility from M/s SRL Limited to M/s Agilus Diagnostics Limited at the same premises and address and has applied for the varied Consent to Operate under both Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for name and style as M/s Agilus Diagnostics Limited, which is under process. The HCF has also obtained authorization under Bio Medical Waste (Management & Handling) Rules, 2016 for the same which is valid forever.
The HCF has submitted all the required documents such as lease agreement, CBWTF agreement, self-declaration etc. The HCF has deposited CTO and BMW Authorization fee as under:
1. Rs. 6,000/- vide UTR no. 169635655 dt. 09.05.2024 under Air Act, 1981.
2. Rs. 6,000/- vide UTR no. 583279594 dt. 09.05.2024 under Water Act, 1974.
The above CTO fees submitted by the HCF are adequate upto 31.03.2029 as per Board’s fee structure (HCFs).
To verify the contents of the application, the site of HCF was visited by JEE this office on 24.05.2024 and it was observed as under:
1. The HCF is a clinical lab and was earlier being operated with name and style as M/s SRL Limited and now the HCF has changed its name to M/s Agilus Diagnostics Limited in the same premises on rent basis.
2. The site of HCF falls under MC limits of Ludhiana and the HCF has made arrangements to treat the liquid waste generated from its premises with 1% Sodium Hypochlorite Solution and then the treated effluent is finally discharged into sewer.
3. The HCF has also installed 1 no. D.G. Sets of capacity 82.5 KVA equipped with canopies and adequate stack height.
4. The HCF has also provided colour coded bins for the segregation of Bio-Medical Waste generated from every section of the hospital and the segregation was found proper.
5. The HCF has signed MOU with M/s Medicare Environmental Management Pvt. Ltd., Opp. Central Jail, Tajpur Road, Ludhiana, which is valid upto 31.03.2028 for lab only.
6. The HCF has also maintained the record of water consumption as well as lifting record of Bio-Medical Waste to CBWTF.
The HCF has also complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981 and Bio-Medical Waste (Management & Handling) Rules, 2016.
Keeping in view of the above, it is recommended that the Consent to Operate applied by the HCF under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for a period upto 31.03.2029 with general conditions and special conditions as under:
1. The HCF shall ensure to comply with the effluent standards as notified by the Ministry of Environment, Forest and Climate Change under Bio-Medical Waste (Management & Handling) Rules, 2016 as amended up to date and subsequent amendments if any.
2. The HCF shall renew its Agreement with Common Bio Medical Treatment Facility immediately before its expiry.
3. The HCF will apply for fresh authorization under Bio Medical Waste (Management & Handling) Rules, 2016 and varied Consent to Operate Water Act, 1974 and Air Act, 1981, if it becomes a bedded hospital (for non-bedded) or if it increases its bed capacity or dental chairs.
