It is intimated that the project proponent has applied for obtaining fresh “Consent to Establish” (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for development of 176 flats alongwith requisite documents and fee.
NOC Fee
The project proponent has deposited Rs. 36,500/- vide R. No. 358124177 dated 01.05.2024 as NOC fee including application form fee. The fee deposited by the project proponent is adequate for one year against the total cost of the project Rs. 30.00 crore as per brief project report.
Site Suitability
The project proponent has submitted site plan digitally signed and approved by Sh. Ashok Pathria from SDM office on dated 27.04.2024 for 174 flats having FAR 19905 sqm, but non-FAR area has not been mentioned. As such built up area cannot be calculated.
The project proponent has submitted MC, Zirakpur letter vide no. 40 dated 09.02.2024 for approval of layout plan for residential Group Housing Project 8260.930 sqmtr. Situated in Village Nabha, Hadbast No. 290, in the revenue Sub-Tehsil of Zirakpur, Distt. SAS Nagar by Atlantis (Atlantis Height).
Land Documents
The project proponent has submitted building permit/sanction certificate vide no. PB/SAS/ZIRAK/173705 dated 21.04.2024 for the grant of sanction to erect/re-erect/add to/alteration of Residential Group Housing Building having Plot Size 88650. Plot/Site No. Atlantis Heights Ward no. situated in/at Vill. Nabha, Zirakpur, which is valid for 3 years.
The project proponent has submitted re-constituted partnership deed executed on dated 17.03.2023 between Sh. Vishwas Chadha, Sh. Arvind Garg, Sh. Amarjit Singh, Sh. Mohinder Pal Satija, Sh. Abhishek Gupta and Sh. Pardeep Kumar Chadha.
The project proponent has submitted a copy of sale deed issued on dated 27.03.2023 between Manjeet Kaur and others (First Party) and Atlantis (Second Party) for land in Khata No. 32/36, Village Nabha, Sub Tehsil Zirakpur, SAS Nagar in an area of 3.0 Bigha 6.0 Biswa.
Environmental Clearance
The project proponent has granted Environmental Clearance vide no. SIA/PB/INFRA2/433772/2023 dated 06 Jul 2023, for establishment of group housing project namely “Atlantis Heights” located at Village Nabha, Zirakpur, District SAS Nagar, Punjab. The total land area of the project is 8,238.84 sqm having built-up area as 27,186.61 sq.m. The project is covered under category 8(a) of the schedule appended with the EIA Notification dated 14.09.2006 as per the schedule appended to the EIA Notification 14.09.2006 and its subsequent amendments. The said EC is for the same site area but the no. of flats has been increased to 194 flats.
As per Environment Clearance, the total estimated population of the project is 970 persons. The total water requirement of the of the project is 131 KLD out of which 87 KLD will be met through ground water and remaining 44 KLD will be met through recycling of treated wastewater. The total of 105 KLD wastewater will be generated which will be treated in the STP of 160 KLD capacity based on SBR Technology followed by UF. The details of the disposal arrangement of treated wastewater @ 105 KLD available at the outlet of STP are given as under:

As per Environment Clearance, Rainwater will be recharged by providing 3 no. of recharging pits with dual bore.
There will be generation of 388 Kg/day domestic solid waste. Solid waste will be appropriately segregated into recyclable, bio-degradable component, and non-Biodegradable. Bio-degradable waste will be composted by use of Mechanical composter of capacity 225 kg/day and non-biodegradable waste will be disposed of through authorized recycler vendors. Inert waste will be dumped to authorized dumping site.
Water Pollution:
As per the project report submitted by the project proponent, the total population of the project will be 880 persons. The total water requirement of the project is 119 KLD, out of which 79 KLD of water will be met through submersible and the remaining 40 KLD will be met by recycling of treated wastewater. The total wastewater generation from the project will be 95 KLD which will be treated in a STP of capacity 140 KLD to be installed within the project premises. The total treated wastewater generation from STP will be 95 KLD, out of which 40 KLD will be used for flushing purpose and remaining will be used for onto land for irrigation in an area of 2088 Sqm as per Karnal Technology, which is inadequate.
The project proponent has proposed to install STP of capacity 140 KLD based on SBR Technology consisting of Collection Tank, SBR Reactors, Clear Water Sump, Sludge Drying Beds.
Air Pollution:
The project proponent has proposed to install 1 no. DG set of capacity of 63 KVA, which will be equipped with canopy and stack adequate height.
Visit
The project site was visited by under-signed on 25.05.2024 and during visit, it was observed as under:
1. The proposed site is located in Village Nabha, Zirakpur District SAS Nagar.
2. The site is an empty plot and construction work of entrance has been started.
3. As physically observed, the distance of the proposed site from the various approved existing operational industries / units (for which specific siting guidelines has been issued by the Board for time to time), is more than the required distance as per the siting criteria given as under:

4. There is no drain, river, eco-sensitive structure within 500 mtr boundary of the project site.
5. The site is complying with general siting criteria as per policy dated 30.04.2013 and specific sitting guidelines as per the Department of Science, Technology, Environment, Government of Punjab notification no. 3/6/07/STE(4)/2274 dated 25.07.2008.
The project proponent has submitted site plan as per which the green area within the project is 2088 sqm. The project proponent has proposed to develop the same as per Karnal Technology, which will be source of nuisance to the residents of the group housing society and may lead to future complaints. As such, the same may not be considered for development as per Karnal technology.
The project proponent has also not submitted permission from MC regarding connectivity with sewer network of MC Zirakpur. Moreover, the STP Zirakpur is under capacity.
In view of the above, it is recommended that “Consent to Establish” (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be refused due to inadequacy of disposal arrangements, please.
