File Note: It is submitted that the industry was gratned 'consent to establish'/ NOC vide no. CTE/Fresh/HSP/2023/22371210 dated 09.06.2023 valid upto 08.06.2024 of the Board for Rice Sheller alongwith mechanical dryer for processing of paddy @ 3 TPH with condition mentioned therein. Now, the industry has applied for fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. The unit has submitted application form ,CA Certificate, Completion Certificate, earlier granted NOC. The unit has deposited Rs. 42500/- vide UTR No. N135243038784559 dated 14.05.2024 and Rs. 42000/- vide UTR No. N135243038779229 dated 14.05.2024. The fee deposited by the industry is adequate upto 30.09.2029. The industry was visited by AEE(OS) on 24.05.2024 and observed that the industry has installed one shelling section and one dryer with cyclone separator as APCD alongwith stack of adequate height. The industry has installed 01 No. Sortex Machine. Further, the industry will generate only domestic effluent @ 0.5 KLD which will be discharged into septic tank and treated effluent will be used for plantation. In view of above, if approved, it is recommended that consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.09.2025 with suitable terms and conditions and with special condition that 1) The rice sheller shall submit analysis report in the next coming season and shall comply with the code of practice prescribed for rice shellers. 2) The rice sheller shall not install any new machinery without prior permission of the Board. 3) The rice sheller shall provide plantation around the periphery of the unit. 4) The rice sheller shall provide green belt along the wall adjoining to the houses. 5) The rice sheller provides adequate height of the wall towards the houses to avoid the flowing rice husk. 6) The rice sheller shall submit the CLU from the concerned Department with 02 months. 7) The consent to establish (NOC)/ CTO may be granted to industry on the basis of report / verification made by Revenue Department Hoshiarpur and industry shall maintain all the distance mentioned in report for compliance of setting criteria notified for rice mills. 8) The industry shall comply with code of practices framed by the Board for rice mills, complete in all respect all the time.   (Competency lies with EE)
