It is submitted that w.r.t. quires raised by CEE (P), the project proponent has not submitted any of the documents alongwith the application. Accordingly, a clarification was raised on 20.05.2024 to submit reply of the observations. However, the project proponent has failed to submit the reply till date, even the representative was contacted through telephone, but still he didn't submit the reply. Regarding marking of location of evaporator, the same has not been marked on the conceptual layout plan submitted by the project proponent. Further, whether the cost of evaporator is included in the total cost of project or not, same is to be clarified by the project proponent as he has submitted total development cost of the project Rs. 2.86 crores, but, has not bifurcated the same.
Regarding economical viability of mechanical evaporator, the project proponent has not submitted any feasibility report, design of the mechanical evaporator, even after raising clarification for the same earlier. However, the project proponent contended that as per policy of the Board, he is not required to submit feasibility report, as already mentioned in the agenda note.
In view of the above, it is once again recommended that show cause notice for refusal of application for consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 be issued to the project proponent alongwith an opportunity of personal hearing. |
