The school is covered under small scale orange category under code 2091-Area/Infrastructure Development Project including educational institutions, community hall, IT Park, Theme park (Not covered under EIA notification 2006). The school has been established without obtaining NOC of the Board………………………………………….
The school was identified on 23.11.2022 and further, the school was given personal hearing before the Senior Environmental Engineer, Zonal Office-2, Ludhiana on 07.08.2023 for violation of provisions of Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 vide Board letter no. 4385 dated 09.08.2023 and wherein it was decided that:-
1. The school shall install STP for treatment of effluent to achieve the prescribed standards of the Board, within one month.
2. The school shall apply for consent to operate under the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981 and authorization under Hazardous and Other Wastes (Management and Trans-boundary Movement) Rules, 2016, within one month.
3. The school shall apply for obtaining registration under E-Waste (Management) Rules, 2016, within one month.
4. The school shall make adequate arrangement for municipal solid waste generated from the school premises, within one month.
5. Environmental Engineer, Regional Office-4 shall visit the school, verify the compliances/ contentions made by the school, process the consents/ authorization/ registration under E-Waste case and submit the report along with conclusive recommendations, within one month.
The school has now applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS on 05.05.2024………………………………..
The school has deposited consent fee, which is adequate upto 30.09.2029…………………
The school has submitted documentary proof for its date of commissioning which is sale deed mentioning date of execution on 12.05.1989 and same has been taken as date of commencement. It is an existing old school and it has submitted an undertaking issued by the Executive Engineer (O&M), Municipal Corporation, Ludhiana vide no. 175/XEN/OM/ZD dated 20.03.2024 in which it has been mentioned that the sewer of school is connected with M.C. sewer which in turns goes into Balloke STP. The STP of Municipal Corporation is having capacity to treat this sewage of the school………………………...
The site of the school was recently visited by AEE of RO on 13.05.2024 during visit to the area and observed as under:-
1. The school is operational.
2. The school is having 4200 persons/year.
3. The school has installed one DG set of capacities (01x500 KVA, 01x 320 KVA and 01x 125 KVA these are equipped with canopies along with adequate stack height.
4. The school has executed an agreement with authorized agency i.e. M/s Shiva Traders, E-503, Phase-6, Focal Point, Ludhiana for lifting of category 5.1 i.e. spent oil/waste oil generated from the DG sets. 5. The school has executed an agreement with M/s A2V Infra Services, Ludhiana for lifting of municipal solid waste on daily basis, which is valid upto 01.03.2024.
6. The school has installed water meter on the source of fresh water supply.
7. The school has provided tube-well in its premises for using of domestic effluent for drinking, flushing and gardening.
8. The school has not installed its individual STP and the domestic effluent is being discharged into M.C. sewer leading to terminal STP of Balloke, Municipal Corporation, Ludhiana. It is an existing old school and it has submitted an undertaking issued by the Executive Engineer (O&M), Municipal Corporation, Ludhiana vide no. 175/XEN/OM/ZD dated 20.03.2024 in which it has been mentioned that the sewer of school is connected with M.C. sewer which in turns goes into Balloke STP. The STP of Municipal Corporation is having capacity to treat this sewage of the school.
Ro reported that a matter primarily regarding alleged encroachment and conversion of green belt into parking/ pathways/ library/ done by Lodhi Club, Sacred Heart School, BRS Nagar, Ludhiana and Municipal Corporation, Ludhiana has been taken up by 'Council of Engineers' in the Hon'ble National Green Tribunal, New Delhi vide O.A. 793 of 2022. The next date of hearing is 14.07.2024. The case is related to encroachment as such the school shall be bound to follow any directive given by Hon'ble NGT, New Delhi in the case.
As proposed by Regional Office, if approved that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be considered for grant upto 30.06.2029 with suitable conditions as per Board policy with special condition that the school shall obtain registration under E-Waste (Management) Rules, 2016 and authorization under Hazardous and Other Wastes (Management and Trans-boundary Movement) Rules, 2016 within one month.
