File Note: Sir, it is intimated that the industry is a small scale red category electroplating unit. The industry was a visited by RO and violations were observed. Accordingly, directions u/s 33-A of Water Act, 1974 were issued to the industry for disconnection of electric supply. Now, the industry has applied for fresh consent to operate under Water Act, 1974. The electricity connection has been disconnected vide TDCO number 190 dated 08.05.2024. The industry has submitted approved building plan from architect approved by Director of Factories, Punjab. The industry has submitted bills of purchase of electroplating machinery as a proof of date of commissioning of the polluting process. The site of the industry falls in industrial zone as per the khasra number mentioned in gazzete notification. Deposited consent fee is adequate upto 31.12.2024. The site of industry was visited by RO on 21.05.2024 and it was reported as under:- 1. The industry was not in operation during visit due to disconnection of electric supply 2. The industry is engaged in electroplating process. The industry has installed only one no. tank for electroplating purpose on job basis. 3. The industry has signed agreement with M/s JBR Technologeis Ltd., Focal Point, Phase-8 Ludhiana @ 1000 Ltr/M for the treatment & disposal of trade effluent generated from phosphating process. 4. The industry has installed water meter at pipeline from where fresh water is consumed in process. 5. The industry was advised to maintain the record of fresh water consumed in process area and trade effluent lifted to CETP operator once it comes in operation. 6. The industry is discharging only domestic effluent into sewer. 7. The industry has provided storage tank of capacity 2000 Ltr 8. Domestic effluent is being discharged into sewer. 9. The industry has submitted building plan from architect approved by Director of Factory, Pb. 10. The industry is complying with the provisions under Water Act, 1974. RO has submitted the compliance of the NOC conditions in annotated form signed by visiting officer. In view of the above, it is recommended that: - 1. Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry for six months. 2. Directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 may be issued for restoration of electric connection of the industry temporally for six months, please. (Category - Red, small) (Competency lies with SEE for deciding consent case and for notice/ directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981, competency lies with CEE Ludhiana)
