The report of the Regional Office has been examined and observed that Regional Office has earlier sent the violations of the stone crusher vide e-noting no. 24162705 and accordingly the same was processed for issuance of notice to issue directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 and 31-A of the Air (Prevention & Control of Pollution) Act, 1981 alongwith the opportunity of personal hearing before the Chairman of the Board which is under approval.
In the meantime the industry has applied for obtaining consent to operate under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. Regional office has reported that the stone crusher has complied with the earlier observations raised by the visiting officer however, the stone crusher has not completely complied with the latest guidelines of CPCB (July 2023) and proposed to give time of six months to the stone crusher for compliance of the same.
It is pertinent to mention here that Environmental Engineer, Regional Office, Roopnagar vide e-office file no. 229409 has recommended to deliberate on the latest guidelines of stone crusher at head office level and also to decide its applicability and timelines for compliance which is under consideration of the Competent Authority.
As such, in view of above, EERO Roopnagar, may be asked to process the application as and when the decision on the recommendations regarding giving time to the stone crushers for compliance of the latest guidelines being taken by the Competent Authority of the Board. Till then, the application of the stone crusher cannot be considered and Regional Office may be asked to return the application for the above mentioned reasons.
