• The industry is has obtained Consent to Establish (NOC) to manufacture 4 TPH Biomass Pellet (Non-Torrified) Plant in an area 18 kanal 02 marlas at Village Jeeda on Bathinda-Amritsar Road under green category vide no. CTE/Fresh/BTI/2023/24346886 dated 15.12.2023 (Valid upto 14.12.2024)………….
• Now application applied for obtaining expansion in the 'Consent to Establish' (NOC) as the industry has proposed to install a dryer in the existing premises for manufacturing of Non torrefied bio mass pellets @ 4 TPH with installation of hammer, crushing & dryer section…………..
• The industry has proposed to install common APCD with the hammer mill, mechanical dryer as well as crushing section consisting of cyclone followed by bag filter house…………….
• The industry has submitted a letter issued by DTP, Bathinda vide his memo. No. 207 dated 29.11.2023, wherein it has been mentioned that the land area of 18 kanal 02 marlas falls in the notified local planning area of Jaitu, the Master Plan of which is yet to be prepared…………….
• The industry has submitted certificate issued by Naib Tehsildar, Goniana, Distt. Bathinda vide letter dated 20.11.2023, wherein it has been mentioned that the land area 18 kanal 02 marlas is located at a distance of more than 100 meters from the MC limit, village phirni, lal lakhir, residential area/pucca houses………….
• The proposed site of the industry was visited by officer of the Board on 15.05.2024 and it has been reported that:-…………..
1. The site falls on the NH from Bathinda to Amritsary Road at villge jeeda, Distt. Bathinda…………...
2. No M.C. limit/Nagar Panchayat, lal lakhir/phirni of any village, approved residential area/ 15 houses falls within a distance of 100 meter from the proposed industry site and the said site is surrounded by the agriculture field and the site is suitable for expansion………………..
• In view of above, if approved, 'Consent to Establish' (NOC) may be granted to the industrial unit for its establishment for manufacturing of Non torrefied bio mass pellets @ 4 TPH, subject to the following specific conditions:-…………….
1. This 'Consent to Establish (NOC)' is being granted in supersession to the earlier granted 'Consent to Establish (NOC)' under the provisions of the Water Act, 1974 & Air Act, 1981 vide Board's certificate no. CTE/Fresh/BTI/2023/24346886 dated 15.12.2023……………
2. The 'Consent to Establish (NOC)' is being granted for establishment of unit in land area of 18 Kanals 02 Marlas in the revenue estate of Village Jeeda on Bathinda-Amritsar Road and in case any of the documents submitted by the industry is found wrong, the consent to establish granted to the project would be deemed to have been cancelled and the Board would not be responsible for the cost incurred by the project proponent in the matter……………
3. The industry will install the pollution control devices simultaneously with establishment of the unit…………….
4. The industry shall ensure the compliance of zoning regulations of the Master Plan to be notified by the Department of Town & Country Planning, Punjab……………..
5. This 'Consent to Establish (NOC)' granted by the Board does not guarantee the availing of the financial subsidy for One-Time Grant/Capital For Setting Up Of Paddy Straw Based Pelletisation And Torrefaction Plant being granted by the CPCB……………
6. The industry shall maintain record of procurement and consumption of paddy straw as well as production and sale of pellets…………..
7. The industry shall get the approval of command area from PEDA……………
8. This 'Consent to Establish' (NOC) is issued from pollution angle and the industry shall obtain the statutory clearances/permissions from the other concerned departments, as required……………...
