It is submitted that the industry was granted consent to operate under the Water Act, 1974 vide no. CTOW/Renewal/LDH1/2023/22241166 dated 10/08/2023 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH1/2023/22241343 dated 29/08/2023 both valid upto 28/08/2024 for the manufacturing of Steel Melting/Steel Billets @ 300000 MT/Year and Rolling Mill/Rolled Product (Finished) @ 280000 MT/Year.
Now, the subject cited industry has applied for obtaining renewal of consent to operate under the Water Act, 1974 and Air Act, 1981 with requisite documents. The industry has deposited consent fee against the un-depreciated fixed assets of Rs. 52096.58 Lacs as on 31/03/2023 as on 31/03/2024 as per CA Certificate dated 07/05/2023, which is adequate upto 20/07/2026 under Water Act, 1974 and Air Act, 1981, as per Board's Office Order dated 29/10/2018.
The industry was visited by the undersigned alongwith JSO, Zonal Lab, Ludhiana on 21.03.2024 and it was observed as under:
1. The industry was in operation during visit & is engaged in manufacturing of billets, rolled products using Electric Arc furnace of capacity 35 TPH and rolling mill.
2. The industry has installed primary & secondary emission control system with bag house filter as APCD with its electric arc furnace.
3. The industry has installed fumes extraction and dust collection system (APCD) of the arc furnace for primary and secondary section. The industry has installed separate APCD for the emission generated from the ladle refining furnace of 30 TPH. The air emission sample from the stack after APCD of the Arc furnace was collected during visit and SPM was reported as 12 mg/Nm3 against the prescribed standards of 50 mg/Nm3.
4. The industry has installed online Continuous Emission Monitoring System on its Arc furnace stack and its reading was Monitoring System on its Arc furnace stack and its reading was PM= 3 mg/Nm3.
5. The industry has installed one shot blast machine with adequate stack height & bag filter as APCD.
6. The industry has installed 1 no. reheating furnace with rolling mill and adequate stack height. The industry is using natural gas in its reheating furnace as per EC granted to it after replacing furnace oil. The industry has also made an agreement with M/s Think gas for purchase of natural gas in cascade.
7. The industry has installed 2 no. DG sets of capacity 1250 KVA each with adequate stack height. 1 no. D.G set is provided with canopy and another D.G set is placed in an acoustic room.
8. The industry does not generate any trade effluent.
9. The Domestic effluent generated from industrial premises is re-used for plantation purposes and after STP of capacity 100 KLD followed by RO. The RO reject is re-used for slag cooling purposes.
10. The effluent sample was collected from outlet of STP of capacity 100 KLD on 11.12.2023 and pH is reported as 4.9, TSS is reported as BDL, TDS is reported as 136 mg/Nm3, COD is reported as BDL, BOD is reported as BDL and O&G is reported as BDL against the prescribed standards.
11. The industry has already installed rain harvesting system.
12. The industry is already complying with the conditions of Environmental Clearance as submitted during processing of earlier 'Consent to Operate' case.
13. The industry is also lifting its APCD dust on regular basis to the TSDF, Nimbuan.
14. The industry has provided two Hazardous waste storage room of size 66'x14'x12.9' and 34'x27'x10.3'. The APCD dust generation is around 6 TPD.
In the subject cited case, the industry has mentioned ground water extraction @ 766 KLD. Considering 25 working days per month, ground water extraction will be 19450 KL/month, which is more than exempted quantity. The industry has obtained permission for ground water extraction from PWRDA vide permission no. PWRDA/l/05/2023/L3/31 dated 25.05.2023 valid upto 24.05.2026.
In view of above, it is recommended that the renewal of 'Consent to Operate' under Air Act, 1981 may be granted to the industry upto 30/06/2026 for the production of Steel Melting/Steel Billets @ 300000 MT/Year and Rolling Mill/Rolled Product (Finished) @ 280000 MT/Year as per EC granted to it with suitable conditions.
