File Note: The industry is small scale red category dyeing unit. The industry was granted ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/LDH3/2022/20231523 dated 16.12.2022 valid upto 15.03.2023 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH3/2022/20231526 dated 16.12.2022 valid upto 15.03.2023 for production of dyed knitted fabric /yarn @ 4510 Kgs/day with discharge of trade effluent @ 414.5 KLD & domestic effluent @ 0.5 KLD into conveyance system of CETP 50 MLD alongwith one boiler of capacity 06 TPH with cyclone separator as APCD & DG set of 125 KVA with conditions mentioned therein. Now, the industry applied for Varied ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for production of Dyeing and Finishing of Polyester Fabric @ 12.750 T/day and Dyeing and Finishing of Cotton/Polyester-Cotton (PC) @ 5.1 T/day along with discharge of trade effluent @ 414.5 KLD & domestic effluent @ 0.5 KLD into conveyance system of CETP 50 MLD alongwith one boiler of capacity 06 TPH with cyclone separator as APCD & DG set of 125 KVA. The industry has already deposited Rs. 14,400/- vide UTR No. 886148912 dated 30.09.2023 under the Water Act, 1974, which is adequate upto 31.12.2024 and Rs. 14,400/- vide UTR No. 111793724 dated 30.09.2023 under the Air Act, 1981, which is adequate upto 31.12.2024. Total share allotment to the industry is 415 KLD and the industry has submitted certificate issued by Company Secretaries regarding DEMAT of shares and as per this certificate, total 415 shares are DEMAT (114.5 KLD shares have been held in DEMAT and 300.5 KLD of shares are in process of DEMAT). The industry was visited by undersigned on 25.05.2024 and it was observed as under: 1. The industry was in operation during visit. 2. The industry has installed 07 soft flow machines (5 of 300 Kg each, 1 of 500 Kg & 1 of 600 Kg) having total 17 chambers. The industry has also installed one winch machine of capacity 300 Kg for washing process. The winch machine of capacity has already sealed by this office. 3. The study on effluent generation has been done by the Guru Nanak Dev Engineering College (GNE) and as per GNE report the industry had total effluent generation of 480 KLD from its total 21 chamber of soft flow machines & one winch machine of capacity 300 Kg. 4. The industry at present has installed 07 soft flow machines having 17 chambers and one winch machine of capacity 300 Kg. However, the industry has been granted 415 KLD shares of CETP 50 MLD on 22.07.2022, hence the discharge of the industry is 65 KLD more than the share allotted to it. Hence around 14% machinery of the industry was required to be sealed i.e. one winch machine of capacity 300 Kg, which had already been sealed by the Board on 17.10.2022 as per directions of the Competent Authority of the Board. 5. The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its effluent. The industry has provided the flow meter at its final outlet leading to CETP. 6. The industry has installed EMF at ground water extraction point. 7. The industry has earmarked location of submersible pump on map. 8. The industry has submitted detail of machinery, authenticated data regarding liquor ratio, number of lots, water consumption per lot. 9. The industry has submitted permission obtained by it from PDA regarding discharge of 415 KLD effluent into its conveyance system of CETP 50 MLD. 10. The industry has installed one boiler of capacity 06 TPH with cyclone separator as APCD in which rice husk was being used as fuel and adequate stack has been provided. 11. The industry has also installed one DG sets of capacity 125 KVA with canopy and adequate height. 12. As per record file of the industry, the District Town Planner, Ludhiana vide letter no: 568 DTP(L)/I-10dated 09.02.2010 has informed that the industry falls under "Light & Service Industry zone". In view of the above, it is therefore recommended that: 1. Varied ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry for period upto 31.12.2024 for production of Dyeing and Finishing of Polyester Fabric @ 12.750 T/day and Dyeing and Finishing of Cotton/Polyester-Cotton (PC) @5.1 T/day with discharge of trade effluent @ 415 KLD & domestic effluent @ 0.5 KLD with discharge of trade effluent @ 414.5 KLD & domestic effluent @ 0.5 KLD into conveyance system of CETP 50 MLD subject to the condition that:- (i) The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP. (ii) The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing. (iii) The industry shall maintain the record of flow meter installed at outlet leading to CETP. (iv) The industry shall not generate/discharge trade & domestic effluent more than 415 KLD and shall discharge its trade & domestic effluent only into the conveyance system of CETP 50 MLD through single outlet. (v) The industry shall not install any new dyeing/ water polluting machinery without permission of the Board. (vi) The industry will use its winch machine for softening purpose only and if, the industry found using this winch machine for dyeing, the ‘Consent to Operate’ granted to it will be revoked. 2. Varied ‘Consent to Operate’ under the Air (Prevention & Control of Pollution) Act, 1981 may be granted for to the industry for period upto 30.12.2024 for production of Dyeing and Finishing of Polyester Fabric @ 12.750 T/day and Dyeing and Finishing of Cotton/Polyester-Cotton (PC) @ 5.1 T/day alongwith one boiler of capacity 06 TPH with cyclone separator as APCD & DG set of 125 KVA subject to suitable conditions along with special condition that the industry will get its Air emission samples analyzed from Board’s lab within 01 month.
