• The project proponent has applied for Consent to Establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 to the Board through OCMMS for setting a up new hospital with 15 beds capacity and detail of the same is as under:
1. The hospital has deposited Rs. 1000/- vide UTR No. 280909146 dated 21.05.2024 as NOC fee against 15 beds hospital, which is adequate for one year.
2. The project proponent has submitted feasibility report of ETP cum STP of capacity 5 KLD. Effluent is proposed to discharge onto land for plantation after ETP cum STP.
3. The project proponent has submitted detailed project report of the proposed hospital.
4. The project proponent has submitted MOA, lease deed, location plan, self declaration, certificate of incorporation, registry of the land of the proposed hospital.
5. The project proponent has uploaded the a certificate issued from Municipal Council, Bhogpur, Jalandhar vide No. 112 dated 21.05.2024 mentioned that there is no objection for the establishment of proposed hospital at site.
6. The project proponent has uploaded approved building plan from Municipal Council, Bhogpur, Distt Jalandhar.
7. The project proponent has submitted MOU signed with M/s Meridian Milieu, Ltd, Bir Pind, Jalandhar for treatment and disposal of its Bio-Medical Waste valid upto 10.05.2027 for 15 beds.
8. The project proponent has proposed to install two DG sets of capacity 240 KVA and 150 KVA with canopy at site.
• The proposed site was visited by AEE of this office on 27.05.2024 and it was observed that construction work of the proposed project is 98% completed. The proposed site is located at G.T. Road Bhogpur, Opp Rest House, Bhogpur, Distt. Jalandhar. The hospital is a four floor building store. The project proponent has installed ETP for the treatment of effluent generated at site. There is no sufficient land available / M.C sewer is available for the disposal of treated effluent to generated at site. The project proponent has installed two DG set of capacity 240 KVA and 150 KVA with canopy at site.
The project proponent has proposed to 15 bedded hospital and the competency of case lies with Environmental Engineer, Jalandhar.
Keeping in view of above, it is recommended that consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be refused.
