It is submitted that earlier the industry was granted consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/NSW1/2022/19157426 dated 02.08.2022 which was valid upto 30.06.2023 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/NSW1/2022/19157728 dated 02.08.2022 which was valid upto 30.06.2024 for manufacturing of Chicken and by products @ 9.6 MTD by using raw material as Birds @ 8000 Number/day subject to certain terms and conditions mentioned therein. Now, the industry has applied for obtaining varied consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Chicken and by products @ 9.6 MTD & Chicken Snacks @ 0.3 MTD by using raw material as Birds @ 8000 Number/day alongwith requisite documents. The industry had deposited Rs. 21829.39/- vide R. No. 747681728 dated 30.06.2023 & Rs. 9000/- vide UTR No. AXIC232745437001 dated 01.10.2023 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 21600/- vide R. No. 631462292 dated 30.06.2023 & Rs. 5400/- vide UTR No. AXIC232450102298 dated 02.09.2023 under Air (Prevention & Control of Pollution) Act, 1981.The industry has now deposited Rs. 21600/- vide UTR. No. AXOIC14373114704 dated 22.05.2024 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 21600/- vide UTR. No. AXOIC14373111908 dated 22.05.2024 under Air (Prevention & Control of Pollution) Act, 1981. The fee deposited by the industry is adequate upto 31.10.2025 against the total cost of the industry Rs. 961.93 lacs. The industry has submitted stack emission sample analysis report (Boiler) carried out by NABL approved laboratory i.e. M/s Eco Paryavaran Laboratories & Consultants Pvt. Ltd. on 15.09.2023, the conc. of the parameter was found within the permissible limits of the Board as tabulated below: S. During the visit, it was observed as under: 1. The industry was not in operation. 2. The industry has installed new machinery for making snacks @ 300 kg/day inside the existing building. 3. The industry has installed the machinery for slaughtering of chicken. 4. The industry has also installed the rendering plant and has provided deodorizer with the same. 5. The wastewater generated from slaughtering, cleaning, floor washing and domestic effluent is being treated in the ETP. The industry has installed ETP of capacity 200 KLD, consisting of components as Bar Screen Chamber, Oil & Grease Trap Chamber, Equalization Tank, Flocculation tank, Clarifier, MBBR reactor, Tube settler, Sludge Dry Beds, Filtration Unit, Discharge. The industry was maintaining the record for the operation of the ETP as well as flow meters and energy meters. 6. The industry has installed a boiler of 01 TPH capacity and wood is being used as fuel and has provided cyclone followed by stack of adequate height. The industry has also provided platform and sampling port hole to carry out air emission samples. 7. The industry has provided water meter with the borewell for abstraction of ground water. 8. The industry has provided 02 no. of DG sets of capacity of 65 KVA each which are provided with canopies and stacks of adequate height. 9. The industry has earmarked 02 acres of land for discharge of treated wastewater. The industry has planted poplar plants there. The industry has not provided ridges and furrows as per karnal technology, the representative informed that the soil in the region is sandy and furrows & ridges are not stabilized; therefore, the industry shall utilize the treated wastewater onto land for plantation without karnal technology and has already provided underground pipelines for carrying treated trade effluent to the plantation area. Further, the representative informed that as they have not any addition in the building, therefore, they are not required to submit revised approved building plan. The industry is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. In view of the above, may if approved, it is recommended that 'consent to operate' under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year subject to suitable conditions and following additional conditions that: 1. The industry shall obtain varied consent to operate whenever, the industry will change its process and will increase production. 2. The industry shall install online continuous monitoring system before increasing the effluent to 50 KLD. 3. The industry shall avoid any nuisance in the area due to operation of the rendering plant. 4. The industry shall not discharge any effluent onto land for plantation towards the Sutlej River side plantation area. 5. The industry shall maintain proper record for the consumption of fresh water, operation of ETP and APCDs on regular basis. 6. The industry shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to him and Rules, Circulars & Directions issued by the Board from time to time.
