The industry has applied for obtaining consent to establish (NOC) under the Water Act, 1974 and the Air Act, 1981 for establishment of a cold store to store Potatoes @ 129685 number bags in an area of 13 kanal 11 marla bearing khasra numbers 89//8/2 (0-11-5), 8/1/2 (0-16-0), 8/1/1 (1-9-0) 13/1 (1-7-4), 13/2 (4-1-0), 26 (1-2-0) & 18/1 (4-4-0) in the revenue estate of Village Gulam Hussain Wala, Tehsil & District Ferozepur. Details of the case are as under:-…………
1) The industry has submitted copy of classification report issued by the Department of Town & Country Planning vide U.O No. PBIP/DTP(HUD)/2024/26 dated 05.01.2024, mentioning that site does not fall in any notified Master Plan & Local Planning Area. The proposed project (cold store) is permissible as per the technical feasibility report received from Department of PPCB, Labour (Factories), Fire and as per Forest NOC, forest land is involved………………
2) The industry has submitted report regarding general siting guidelines issued by the SDM, Ferozepur vide no. Suptd.-2/SDC-2/2024/680/m dated 20.05.2024, which is reproduced as under:-
“ਉਪਰੋਕਤ ਵਿਸ਼ੇ ਦੇ ਸਬੰਧ ਵਿੱਚ ਆਪ ਵੱਲੋਂ ਮੰਗੀ ਗਈ ਰਿਪੋਰਟ ਤਹਿਸੀਲਦਾਰ ਫਿਰੋਜ਼ਪੁਰ ਪਾਸੋਂ ਪ੍ਰਾਪਤ ਕੀਤੀ ਗਈ ਹੈ । ਉਨ੍ਹਾਂ ਦੇ ਪੱਤਰ ਨੰਬਰ 451, ਮਿਤੀ 21.05.2024 ਰਾਹੀਂ ਰਿਪੋਰਟ ਪ੍ਰਾਪਤ ਕੀਤੀ ਗਈ ਹੈ ਜਿਸ ਜਮੀਨ ਤੇ ਯੂਨਿਟ ਲਗ ਰਿਹਾ ਹੈ ਉਸ ਦੇ ਨੰਬਰ ਖਸਰਾ 89//8/1/2 (0-16) 13/2(4-1) 18/1(4-4) 18/1/1(1-9) 26(1-2) 8/2(0-16) ਵਿੱਚੋਂ 11 ਮਰਲੇ 5 ਸਰਸਾਈ, 13/1(3-0) ਵਿੱਚੋਂ 1 ਕਨਾਲ 6 ਮਰਲੇ 13 ਸਰਸਾਈ ਅਤੇ ਕੁੱਲ ਰਕਬਾ 13 ਕਨਾਲ 11 ਮਰਲੇ ਮਿਉਂਸੀਪਲ ਲਿਮਿਟ ਦੇ ਘੇਰੇ ਵਿੱਚ ਕਿਸੇ ਵੀ ਪਿੰਡ ਦੀ ਲਾਲ ਲਕੀਰ ਜਾ ਫਿਰਨੀ ਨਹੀਂ ਆਉਂਦੀ ਅਤੇ ਨਾ ਹੀ 100 ਮੀਟਰ ਦੇ ਘੇਰੇ ਵਿਚ ਕੋਈ ਪ੍ਰਮਾਣਿਕ ਰਿਹਾਇਸ਼ ਇਲਾਕਾ (15 ਪੱਕੇ ਮਕਾਨ) ਨਹੀਂ ਆਉਂਦੇ ਹਨ ।”……………….
3) The industry has submitted project report showing the value of project as Rs. 737 Lakhs including (Land & Land Development = Rs. 50 Lakhs, Building = Rs. 450 Lakhs, Plant and Machinery = Rs. 110 Lakhs, Insulation = Rs. 90 Lakhs and etc). Accordingly, the industry has deposited Rs. 10,800/- vide UTR / Ref No. 582819605 dated 29.03.2024, which is adequate for a period of one year for green category unit. …………………
4) The industry has submitted partnership deed dated 06.03.2023, as per which Sh. Sanjeev Arora S/o Amar Nath, Sh. Harnam Singh S/o Mohinder Singh, Sh. Sanjeev Kumar S/o Charan Das and Sh. Vipul Kumar S/o Jagdish Lal, all residents of Ferozepur are partners of the industry…………….
5) The industry has submitted proposed site plan……………
6) The industry has submitted copy of registered sale deed of land. ……………
The site was visited by undersigned (AEE) on 24.05.2024 and it was observed as under:-
i) The site is vacant land, surrounded by the agricultural fields.
ii) No MC limit observed near the proposed site of the industry. …………….
In view of the reports of Department of Town & Country Planning and report of general siting guidelines issued by the Sub Divisional Magistrate, Ferozepur, the site is suitable for establishment of cold store.
Keeping in view of the above, it is recommended that consent to establish (NOC) may be granted to the unit for establishment of cold store in an area of 13 kanal 11 marla bearing khasra numbers 89//8/2 (0-11-5), 8/1/2 (0-16-0), 8/1/1 (1-9-0) 13/1 (1-7-4), 13/2 (4-1-0), 26 (1-2-0) & 18/1 (4-4-0) in the revenue estate of Village Gulam Hussain Wala, Tehsil & District Ferozepur
