Sir, it is submitted that the marriage palace has been recently commissioned as per the record of this office and it has also provided STP for treatment of domestic effluent. The marriage palace has provided 3 nos. rain harvesting pits . The marriage palace has provided separate honey-comb compost pits for the horticulture waste and 4 no. compost bins for the wet waste. The food is being brought through outsource vendors and only reheating and utensil washing is done in the kitchen.
The pipeline network has been laid in the green lawn of about 3-4 acres for reuse of treated effluent and the project is now maintaining record regarding abstraction of ground water and re-utilization of treated effluent.
Further, the DJ/music system has been installed indoor so as to avoid nuisance in the nearby residential area.
As such, the pp is now complying with the observations of the earlier visit and further the marriage palace has been recently commissioned and the building plan has been approved from the MC Zirakpur vide no. 1573 dated 15.12.2023.
Considering the request of the marriage palace and being a new setup, it is recommended that: -
1. The request of the marriage palace may be placed before the competent authority for waiver regarding submission of Bank Guarantee.
2. Consequent upon decision no. 1, the consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31.12.2028 with subject to suitable condition and special conditions that: -
1. The marriage palace shall operate its STP adequately and efficiently and maintain daily record regarding operation of the same.
2. The marriage palace shall apply for obtaining authorization under the Hazardous and Other Wastes (Management and Trans-boundary Movement) Rules, 2016 within one month.
3. The marriage palace will comply with the mechanism/guidelines for control of pollution and enforcement of environmental norms at individual establishments and the area / cluster of restaurants / hotels / motels / banquets etc. framed by the CPCB and adopted by PPCB vide letter no. SEE(HQ-2)/2021/64 dated 02.02.2021.
4. The marriage palace shall comply with the provisions of the Solid Waste Management Rules, 2016.
5. The marriage palace shall maintain record of the readings of water meter installed with the tubewell viz a viz the fresh water consumption.
6. The marriage palace shall comply with the provisions of the Noise Pollution (Regulation & Control) Rules 2000.
7. The marriage palace shall not allow to play the DJ/ music system outside the hall and not beyond 10.00 PM in any case in compliance to directions issued by the Board vide no. 196 Dated 30.04.2018.
8. The industry will be bound to comply with the zoning regulations of the Master Plan in force and the grant of consent by the Board will not vest any right on the industry w.r.t other stipulations by any authority or the zoning regulations of the master plan.
9. The marriage palace shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances.
10. The marriage palace shall ensure that the activities of unit do not create any nuisance in the surrounding areas and no public complaints are received.
11. In case the marriage palace fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry.
