File Note: In compliance of decision taken during hearing dated 12.03.2024, it is submitted that, the project proponent has already submitted the agreement with Sh. Mandeep Singh Grewal for utilization of treated domestic effluent for irrigation of crops in two pockets of 5.04 acres and 3.03 acres, which is adequate to manage the quantum of discharge. As per the Jamabandi ownership of land is on the name of S. Kuldeep Singh ( promoter of colony) and S. Mandeep Singh (with whom agreement has been made to discharge treated effluent in his fields). Keeping in view of Regional Office report, if approved that Consent to Establish’/NOC from Pollution angle may be granted to the Project Proponent for construction of residential colony in an area of 10.71 acres with the special conditions that:- 1. The project proponent shall maintain the proper plantation area for disposal of domestic effluent in efficient manner. 2. The project proponent shall get its samples of treated domestic effluent analyzed from Board's lab within 03 months. 3. The project proponent shall obtain revised consent after full completion and occupancy of the project. 4. The project proponent must shall obtain the Environmental clearance in accordance with the EIA notification of 2006 and its any subsequent amendments, as directed by the Ministry of Environment, Forest and Climate Change (MoEFCC), in future, if required. 5. The project proponent shall obtain permission from CGWA/PGWRA for abstraction of ground water (if required) and shall comply with the guidelines issued by it from time to time. 6. The project proponent and its occupants shall fulfill its responsibility as a bulk waste generator and shall comply with the provisions of Solid waste management Rules, 2016. 7. The project proponent shall ensure compliance to the comprehensive guidelines for the regulation of noise/ sound pollution caused by use of loud speakers, public address system etc. issued by Punjab Government, Deptt. of Science, Technology & Environment vide notification no. 3/100/2013 STP(4)/145 dated 26.02.2014. 8. The Consent is being issued to the project proponent based upon the undertakings/documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time. 9. The project proponent must obtain all the necessary permissions and regulatory clearances from the relevant departments and agencies of the state government, in accordance with the project's specific guidelines as per the per state government laws. 10. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 /or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the promoter.
