A. It is submitted that the industry is large scale red category unit. Earlier, the industry was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH4/2020/13330115 dated 06/11/2020, upto 31/03/2024 for production of Zinc Plating of Auto Parts @ 1000 Numbers/Day, Fine Blanking @ 14000 Numbers/Day, Heat Treatment of Auto Parts @ 14000 Numbers/Day and for discharge of trade effluent @ 80,000 Ltr./Month lifted by CETP operator i.e. M/s J.B.R Technologies Pvt. Ltd., Ludhiana and domestic effluent @ 2.2 KLD into sewer with certain conditions and special conditions that:
a. The industry will get its agreement with CETP operator amended as per the actual lifting.
b. The industry will submit renewed bank guarantee of Rs. 25,000/- within 07 days.
B. Consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 was granted vide no. CTOA/Renewal/LDH4/2020/13329926 dated 06/11/2020, upto 31/03/2024 for One thermopack of 500 capacity Kcal with adequate stack height, one electric Nit riding furnace, 02 powder coating booths with in-built dust collector as APCD, one shot blast machine with in-built dust collector as APCD and 02 DG sets of capacities (01x600 KVA & 1x350 KVA) equipped with canopies.
C. Now the industry has applied for varied of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 for production Zinc Plating of Auto Parts @ 1000 Numbers/Day, Fine Blanking @ 14000 Numbers/Day, Powder Coating of Auto Parts @ 2000 Numbers/day and Heat Treatment of Auto Parts @ 14000 Numbers/Day through OCMMS on 23.05.2024.
D. The industry has deposited consent fee Rs. 3,18,000/- vide R.No. HDFCR52024032893207262 dated 28.03.2024 under the Water Act, 1974 and Rs. 3,18,000/- vide R.No. HDFCR52024032691870872 dated 26.03.2024 under the Air Act, 1981 and Rs. 42,000/- vide R.No. N086242952066830 dated 26.03.2024 as NOC regularization fee against the gross value of fixed assets Rs. 35,43,98,213/- and plant & machinery Rs. 20,66,54,065/- as on 31.12.2023, which adequate upto 31.03.2029.
E. The industry has submitted renewed bank guarantee amounting to Rs. 25,000/- vide bearing no. 034GT02150790001 dated 20.03.2015, which is extended upto 22.04.2025.
F. Accordingly, the industry was visited by AEE of this office on 05.04.2024 and it was observed as under:-
1. The industry was in operation during the visit.
2. The industry is engaged in the process of zinc plating, acid pickling and phosphating process, caustic barreling, electroplating, nitriding, powder coating, heat treatment, tempering, shot blasting as major polluting processes.
3. The industry has installed 03 separate water meters on the source of fresh water supply to its different sections. The 1st water meter reading for zinc-plating section was noted to be 6455.24 KL, 2nd water meter reading for phosphating section was noted to be 130.78 KL and 3rd water meter reading for vibro section was noted be 469.0 KL during the visit. The readings were matching with record.
4. The details of fresh water consumption and trade effluent lifting during last six months as pdf fille attached.
5. From above table the fresh water consumption and effluent lifting was found in consonance.
6. The industry has executed revised agreement on dated 18.04.2024 with M/s JBR Technologies Pvt. Ltd., Phase-8, Focal Point, Ludhiana @ 1,25,000 Ltr./Month for the treatment & disposal of trade effluent generated from process, which is valid for a period of 03 years from date of signing of this agreement.
7. The industry has provided separate register and is maintaining the record of water consumption in process as well as effluent lifted by CETP operator i.e. M/s J.B.R Technologies Pvt. Ltd., Ludhiana.
8. The industry is discharging only domestic effluent into sewer.
9. The industry has installed one diesel fired boiler of capacity 500 Liter/day for heating purposes having adequate stack height.
10. The industry has installed one electrically operated nit-riding furnace. It has also one LPG/Ammonia Nitrate fired quenching/ annealing furnace which is sealed.
11. The industry has installed 02 electrically operated powder coating booths with in-built dust collector as APCD.
12. The industry has installed one electrically operated shot blast machine with in-built dust collector as APCD. It has also 02 diesel fired baking ovens and same were found non operation at the time of visit.
13. The industry has installed 02 DG sets of capacities (01x600 KVA & 1x350 KVA) equipped with canopies.
In view of above, it is recommended that consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31.03.2029 with suitable conditions as per the policy of the Board.
The competency to decide the application lies with Hon'ble Chairman of the Board.
