File Note: It is submitted that the industry was granted Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/PTA/2023/22650589 dated 07.08.2023 having validity upto 30.06.2025 for discharge of trade effluent @ 150 KLD, washing of driers/boiler blow down @ 2.0 KLD onto land for plantation after treatment in its ETP and domestic effluent @ 4.5 KLD onto land for plantation after treated in septic tank and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/PTA/2019/ 22650583 dated 07.08.2023 having validity upto 30.06.2025 for production of Saila/Steam/Dry rice @ 5.0 T/hr. and Steamed/Dry Rice @ 1.0 T/hr. by processing of Paddy (For Saila/Steamed/Dry Rice) @ 7.5 T/hr., Paddy (For Steamed/Dry Rice) @ 1.5 T/Hr. as raw material under Red Category subject to certain conditions as mentioned therein. Thereafter, the industry was granted NOC for expansion for the manufacturing of Saila/Steamed/Dry Rice @ 5.0 T/hr. and Steamed/Dry Rice @ 1.0 T/hr. by processing of Paddy (For Saila/Steamed/Dry Rice Rice) @ 7.5 T/hr. and Paddy (For Steamed/Dry Rice) @ 1.5 T/Hr. under milling line-1 and Steamed/Dry Rice @ 4.0 T/hr. by processing of Paddy (For Steamed/Dry Rice) @ 6.0 T/hr. under milling line-2 and for discharge of trade effluent @ 150 KLD, washing of driers/boiler blow down @ 3.0 KLD onto land for plantation after treatment in its ETP and domestic effluent @ 6.0 KLD onto land for plantation after treated in septic tank vide no. CTE/Exp/PTA/2023/23246430 dated 24/08/2023, valid upto 15/08/2024, under Red Category subject to certain conditions as mentioned therein. Now, the industry has applied for Varied Consent to Operate under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 for manufacturing of Saila Rice @ 5.0 T/hr. OR Steamed/Dry Rice @ 6.0 T/hr. by processing of Paddy (For Saila Rice) @ 7.5 T/hr. OR Paddy (For Steamed/Dry Rice) @ 9.0 T/Hr. under milling line-1 and Steamed/Dry Rice @ 5.0 T/hr. by processing of Paddy (For Steamed/Dry Rice) @ 7.5 T/hr. under milling line-2 and for discharge of trade effluent @ 150 KLD, washing of driers/boiler blow down @ 3.0 KLD onto land for plantation after treatment in its ETP and domestic effluent @ 6.0 KLD onto land for plantation after treated in septic tank, under Red Category, alongwith requisite documents. The industry has deposited Rs. 1,75,000/- vide Online Receipt no. 963611105 dated 18.05.2024 as (Consent fee : Rs. 1,66,000/- and Penalty charges : Rs. 9,000/-) under the Water (Prevention and Control of Pollution) Act, 1974 and Rs. 1,75,500/- vide Receipt No. 102074155 dated 18.05.2024 as (Consent fee : Rs. 1,66,000/-, Application form fee : Rs. 500/- and Penalty charges : Rs. 9,000/-) under the Air (Prevention and Control of Pollution) Act, 1981. Therefore, the total consent fee deposited by the industry is adequate upto 30.06.2029 against the fixed assets of Rs. 1327.41 lakh as on 31.03.2024 as per CA certificate dated 11.05.2024 submitted by the industry. The industry has submitted NOC compliance report of consent conditions earlier granted to it alongwith other requisite documents. Outside M.C. limit Certificate:- The industry had already submitted certificate from Executive Officer, Municipal Council, Patran vide no. 1539 dated 02.06.2023 in which it is mentioned that the unit falls outside the M.C. limits of Patran. Approved building plan:- The industry has also submitted building plan dated 01.05.2024 approved from competent person of Director of Factories under Punjab Factory Act Rule, 1948, Er. Adarsh Vir Gupta, S.C.O. 36, Surya Complex, Patiala. Undertaking:- The saila plant has submitted letter dated 11.05.2024, which is reproduced as under: I, Yashu Bansal, Partner of the firm, submit as under: 1. That the varied consents under the Water Act, 1974 and Air Act, 1981 were renewed to the unit on dt. 07/08/2023, which are valid up to 30/06/2025, for processing of paddy @ 9.0 TPH (Paddy @ 7.5 TPH to manufacture Saila/Steamed/ Dry Rice @ 5.0 TPH and Paddy @ 1.5 TPH to manufacture Steamed/Dry Rice @ 1.0 TPH). 2. That NOC for expansion was granted to the unit on dated 24/08/2023, valid up to 15/08/2024, for processing of paddy (for Saila/Steamed/Dry Rice)- milling line- 1 @ 9.0 TPH (Paddy @ 7.5 TPH to manufacture Saila/Steamed/Dry Rice @ 5.0 TPH and paddy @ 1.5 TPH to manufacture Steamed/Dry Rice @ 1.0 TPH) and paddy (for Steamed/Dry Rice)- milling-2 @ 6.0 TPH to manufacture Steamed/Dry Rice @ 4.0 TPH and for discharge of Domestic effluent @ 5.0 KLD after passing through septic tank, Trade effluent @ 150.0 KLD after treated in ETP and Any other @ 3.0 KLD after treated in ETP, onto land for plantation of more than 3 acres. 3. That at present, there are two milling lines, one is being used for the manufacturing of Saila/ Steamed/Dry Rice and the 2nd one is being used for the manufacturing of only Steamed/Dry Rice. i) Under milling line -1, the unit has 6 (Six) Driers of 24 MT each, 12 (Twelve) Handis of 12 MT each, 3 (Three) Pneumatic Rulae, 1 (One) Petti, 4 (Four) Whitener, 2 (Two) Silky Machine, 2 (Two) Sortex Machine along with other related machinery. ii) Under milling line -2, the unit has 5 (Five) Driers of 24 MT each, 2 (Two) Handis of 12 MT each, 1 (One) Steaming plant having 6 nos. of Handis of 4 MT each, 1 (One) Petti, 3 (Three) Rula, 5 (Five) Whitener, 2 (Two) Silky, 1 (One) Sortex, 1 (One) Rice Cleaner along with other related machinery. iii) Besides this, the unit has 2 (Two) Paddy Pre-cleaner, 1 (One) Boiler of 10 TPH and 1 (One) DG set of 250 KVA. 4. That under the milling line-2, the unit has added 5 driers of 24 MT each instead of 4 driers for which it had obtained NOC from the Board. By doing so, the paddy processing capacity of the milling line-2 will be increased from 6.0 TPH to 7.5 TPH so as to manufacture Steamed/Dry Rice from 4.0 TPH to 5.0 TPH. 5. That the total water requirement of the unit will be as follows : To manufacture Saila Rice : 0.8 KLD water is required for soaking of Paddy per MT + 0.5 KLD for Steaming of Paddy per MT. i.e. in a day, there will be processing of Paddy@ 180 MT. Therefore water required for soaking of paddy will be 0.8 KLD x 180 MT = 144 KLD (Process), Say 145 KLD & 0.5 KLD x 180 MT = 90 KLD (Boiler). To manufacture Steamed Rice : 0.250 KLD is required for Steaming of Paddy per MT. Therefore, in a day, there will be processing of Paddy @ 180 MT under the 2nd milling line. So, water required will be 0.250 KLD x 180 MT = 45 KLD (In Boiler for Steam purposes). For Washing of Driers/ Boiler’s Blow Down : 3 KLD From above, the total water requirement in the process will be as under : Under milling line 1 : 235 KLD (145 KLD+ 90 KLD) Under milling line 2 : 45 KLD Washing of Driers/ : 3 KLD Boiler’s Blow Down ----------- Total : 283 KLD ======= 6. That under milling line no. 1, out of 235 KLD water required to manufacture Saila Rice @ 5.0 T/hr., there will be a discharge of trade effluent @ 150 KLD approx. which will be passed on to land (more than 3 acres) for plantation after treated in ETP. Further, out of 45 KLD water required to manufacture Steamed Rice @ 5.0 T/hr. under milling line no. 2, there will be no discharge of any trade effluent. Further, discharge of Washing of Driers /Boiler’s Blow Down @ KLD, from both the milling lines, will be passed onto land for plantation after treated in ETP. 7. That there will be requirement of water for Domestic purposes @ 8.0 KLD out of which, there will be generation of Domestic effluent @ 6.0 KLD. The same will be discharged on to land for plantation after passing through septic tank. 8. That the total water requirement/discharge of the unit is as follows : Water Requirement Water to be Discharged Process : 145 KLD | 150 KLD Boiler Feed for 1st milling line : 90 KLD | Boiler Feed for 2nd milling line : 45 KLD Boiler Blow Down/Washing of Driers : 3 KLD 2 KLD Domestic : 8.0 KLD 6 KLD 291.0 KLD 159 KLD 9. The unit already has adequate land for plantation, the detail of which has already been submitted. 10. That for disposal of boiler’s ash, we have already entered into an agreement with Sh. Hardeep Singh S/o Sh. Kapna Singh, resident of Village Duggal Kalan, Tehsil Patran for the period from 01-01-23 to 31-12-2027. (Copy of agreement already submitted). 11. That revised building plan of the unit approved by the Competent Person enclosed herewith. 12. That our unit falls outside the municipal limits of Patran. Outside M.C. limit certificate enclosed herewith. 13. That the gross value of fixed assets of the firm as on 31/03/2024 is at Rs. 1327.41 lacs (Land- Rs. 98.05 lacs, Building- Rs. 173.89 lacs, Plant and Machinery- Rs. 984.84 lacs & M.F.A- Rs. 70.63 lacs). 14. That the expanded unit came into production in the month of January, 2024. 15. That we are depositing online Rs. 3,50,500/- towards Air Consent fee : Rs. 1,66,000/-, Water Consent fee : Rs. 1,66,000/-, Application Form fee: Rs. 500/-, Penalty Charges (Air Consent) : Rs. 9,000/- and Penalty Charges (Water Consent) : Rs. 9,000/- adequate up to 30/06/2029. 16. That with reference to your letter no. 1465 dated 14/06/2023, we want to intimate you that at present our unit is in operational mode and the Board may conduct the air sampling of our unit. In this regard, we are depositing the air sampling fee. 17. That we are depositing online Rs. 1,19828/- towards Air Consent fee : Rs. 32,400/-, Water Consent fee : Rs. 32,400/-, Application Form fee: Rs. 500/-, Penalty Charges (Air Consent) : Rs. 21,600/-, Penalty Charges (Water Consent) : Rs. 21,600/-, Air Sampling fee : Rs. 11,328/- adequate up to 30/06/2025. Air Sampling & Water Sampling :- The industry has also submitted stack emissions sampling reports analyzed by Centre for Environment and Food Technology Pvt. Ltd., Mohali on 03.05.2024. As per the report, the concentration of particulate matter is 344 mg/Nm3 (Boiler of 10 TPH) and 341 mg/Nm3 (shelling section), which are within the permissible limits as prescribed by the Board. The industry has also submitted water sampling report of its ETP analyzed by Centre for Environment and Food Technology Pvt. Ltd., Mohali on 03.05.2024 and the results are within permissible limits as prescribed by the Board. The industry was visited by AEE of this office on 24.05.2024 and Sh. Yashu Bansal, Partner of the industry was contacted at site. During visit, it was observed as under: 1. The industry was in operation. 2. The unit has 2 no. of milling lines. Under one milling line, there are 6 no. Driers of capacity 24 MT each, 12 no. Handis of capacity 12 Ton each, 2 no. Sortex Machine, 2 no. Silky Machines, 1 no. Petti, 3 no. Rulae, 4 no. whitener and under second milling line, there are 5 no. Driers of capacity 24 MT each, 2 no. Handis of capacity 12 Ton each, 6 no. handis of 4 MT each (for steaming purposes), 1 no. Sortex Machine, 2 no. Silky Machines, 1 no. Petti, 3 no. Rulae, 5 no. whitener, 1 no. rice cleaner. 3. The industry has installed separate cyclone as APCD with the 2 nos. of paddy pre-cleaners and separate cyclones with 2 nos. of milling sections to control process emissions. 4. The industry has installed ETP based on anaerobic followed by aerobic technology. 5. The domestic effluent is being discharged onto land for plantation after septic tank. 6. The industry has developed plantation of more than 3 acres of land as per the Karnal Technology. The plantation area developed for generation of trade effluent & domestic effluent is adequate to handle the proposed generation. 7. The industry has installed one no. submersible pump and has provided mechanical flow meter on it. 8. The industry has installed boiler of capacity 10 TPH using rice husk as fuel. The industry has installed multi cyclone as APCD of adequate stack height. 9. All the dust emitting points have been properly hooded and passed through cyclone as APCD. The pre cleaners are also provided with APCDs i.e. cyclone with stack of adequate height. 10. The industry has installed one no. DG set of 250 KVA capacity with canopy and stack of adequate stack height. Hence, the industry is complying with new code of practice notified by Govt. Notification no. 10/48/2004-STE (4) /932 dated 15/10/2013 and the conditions of NOC expansion granted to it. The industry is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. Keeping above in view, it is recommended that varied Consent to Operate under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 may be granted to the industry upto 30.06.2029 for the manufacturing of Saila Rice @ 5.0 T/hr. OR Steamed/Dry Rice @ 6.0 T/hr. by processing of Paddy (For Saila Rice) @ 7.5 T/hr. OR Paddy (For Steamed/Dry Rice) @ 9.0 T/Hr. under milling line-1 and Steamed/Dry Rice @ 5.0 T/hr. by processing of Paddy (For Steamed/Dry Rice) @ 7.5 T/hr. under milling line-2 and for discharge of trade effluent @ 150 KLD, washing of driers/boiler blow down @ 3.0 KLD onto land for plantation after treatment in its ETP and domestic effluent @ 6.0 KLD onto land for plantation after treated in septic tank, under Red Category, subject to certain condition and following additional conditions that: 1. This consent is valid for manufacturing of Saila Rice @ 5.0 T/hr. or Steamed/Dry Rice @ 6.0 T/hr. by processing of Paddy (For Saila Rice) @ 7.5 T/hr. OR Paddy (For Steamed/Dry Rice) @ 9.0 T/Hr. under milling line-1 and Steamed/Dry Rice @ 5.0 T/hr. by processing of Paddy (For Steamed/Dry Rice) @ 7.5 T/hr. under milling line-2. 2. The rice sheller shall continue to abide by the new code of practice notified by Govt. Notification no. 10/48/2004-STE (4) /932 dated. 15/10/2013. I. All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories. II. The industry should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice sheller. III. All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 meters above the roof of the building. IV. The industry shall not be located in High Tension Transmission Zone of Punjab State Power Corporation Limited. V. The management and handling of rice husk in the rice shelling units should be done as under: a. All the rice shelling units shall provide paved / brick roads / cement concrete roads/ metaled roads inside their premises for movement of vehicles, so as to prevent the generation of dust. b. The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe. c. The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5'height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading / unloading areas of rice husk. d. The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15'' which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3' length. e. Wherever the height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk. f. During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds. 3. The rice sheller shall put in place all the hoods, ductings & enclosures and other components of the APCD well before commissioning of the unit for the upcoming paddy shelling season and report the compliance in the regard to the Board prior to commissioning of the unit. 4. The industry will amend its APCD as per amendment (if any) in policy of the Board. 5. The industry shall provide additional plantation all along the boundary wall of the unit and submit compliance in this regard to the Board. 6. The industry shall keep the APCD/ETP in good running conditions at all the times and shall also operate the same properly and effectively so as to achieve the standards prescribed by the Board. 7. The industry shall dispose of the dust contained by APCD/ETP sludge in an environmentally sound manner. 8. The industry shall bound to get its building plan approved afresh from the Director of Factories, Punjab in case there is any change in the building after grant of approval of building plan by the Director of Factories, Punjab and submit the same to the Board. 9. The industry shall comply with the stack emissions standards as laid down by the Board and as amended from time to time by the Board/MoEF and shall be bound to upgrade/replace the APCD to achieve such revised standards. 10. The industry shall obtain necessary clearance for abstraction of ground water from Punjab Water Regulation and Development Authority (PWRDA). 11. The industry will shift to designated zone within the stipulated time or any amendment in the timeline as per the policy of the Govt. 12. The industry shall inform the Board in writing as and when any change is occurred in the Partnership Deed / Proprietorship / Memorandum of Article of Association, especially with regard to the name and address of the Partner / Proprietor / Director / Subscriber etc, and in any case the industry fails to do so and later on it comes to the notice of the Board that there is any change in Partnership Deed / Proprietorship / Memorandum of Article of Association, action as deem fit under the provision of said Act shall be taken.
